河北省政府制度创新对产业转型升级影响的实证研究

【摘要】：“十三五”时期是河北省建设经济强省、美丽河北的关键阶段,也是深入推进京津冀协同发展的加速期。在这关键时期,如何抓住机遇,积极创新政府制度,有效地促进产业转型升级是河北省政府及社会各界关注的焦点。目前,河北省政府制度与非政府制度原因,阻碍产业转型升级速度。因此,研究制度创新对产业转型升级影响,对加速河北省实现全面建成小康社会具有重要的理论意义和实际应用价值。本研究以制度创新理论与产业转型升级理论为依据,以河北省产业发展现状为切入点,建立河北省政府制度创新评价指标体系,构建计量回归模型,利用河北省历年统计数据,借助计量统计软件Eviews6.0,采用多元回归分析方法,检验了河北省政府制度创新对产业转型升级影响的显著性。在此基础上,分析了河北省产业转型升级遇到的瓶颈,同时深入剖析了人力资源配置制度、科技制度、对外开放制度、国际贸易制度、税收制度等政府制度方面的原因和企业自身竞争力、引进人才机制、核心技术和文化缺乏等非政府制度方面的原因。最后完善制度创新机制,加速促进河北省产业转型升级提出了行之有效的对策建议。本研究采用了定性分析和定量分析相结合、历史与现实相结合、理论与实践相结合的方式,不仅丰富了制度创新理论与产业转型升级理论,也为加速河北省产业转型升级提供了有力的参考依据,同时对全国各级政府制度创新也有一定的借鉴价值。
[Abstract]:The 13th Five-Year Plan period is a key stage for Hebei Province to build a strong economic province and beautiful Hebei, and also an accelerated period for further promoting the coordinated development of Beijing-Tianjin-Hebei. In this crucial period, how to seize the opportunity and actively innovate the government system. Effective promotion of industrial transformation and upgrading is the focus of attention of Hebei provincial government and social circles. At present, Hebei provincial government system and non-governmental system reasons hinder the speed of industrial transformation and upgrading. To study the impact of institutional innovation on industrial transformation and upgrading. This research is based on the theory of system innovation and the theory of industrial transformation and upgrading. Based on the current situation of Hebei Province's industrial development, the paper establishes the evaluation index system of Hebei provincial government's system innovation, constructs the econometric regression model, and makes use of the statistical data of Hebei Province over the years. With the help of the econometric software Eviews6.0, using the method of multiple regression analysis, this paper tests the significance of the system innovation of Hebei provincial government on the industrial transformation and upgrading. This paper analyzes the bottleneck of the industrial transformation and upgrading in Hebei Province, and at the same time deeply analyzes the human resource allocation system, the science and technology system, the opening up system and the international trade system. The reasons of the government system such as tax system and the competitiveness of the enterprise itself, the introduction of talent mechanism, the lack of core technology and culture and other non-governmental system reasons. Finally, improve the institutional innovation mechanism. This study adopts the combination of qualitative analysis and quantitative analysis, the combination of history and reality, the combination of theory and practice. It not only enriches the theory of institutional innovation and the theory of industrial transformation and upgrading, but also provides a strong reference basis for accelerating the industrial transformation and upgrading of Hebei Province, and also has certain reference value for the institutional innovation of governments at all levels of the country.
