【摘要】:国际金融危机后,世界各国高度重视实体经济的发展,实体经济是经济发展的根基,而战略性新兴产业在一定程度上决定着实体经济的未来。当前我国正处于工业化加速时期,促进实体经济健康发展,推动产业结构优化升级是当前阶段首要任务。党的十八大报告公文里明确提出,要“推动战略性新兴产业、先进制造业健康快速发展”,可以看出国家已经将战略性新兴产业发展放到了尤为重要的位置之上,并将其作为未来国民经济的支柱产业或主导产业。本文从全球各国、中国及安徽省扶持战略性新兴产业的背景出发,研究发展壮大战略性新兴产业的意义,并由近年来国家及安徽省政府出台的关于扶持战略性新兴产业的相关政策文件,分析蚌埠出台扶持发展战略性新兴产业的政策内涵,找出蚌埠市在发展战略性新兴产业方面存在的不足,并提出发展对策,从而对蚌埠市的经济社会发展起到更好的带动作用。首先从分析国内外发展战略性新兴产业趋势入手,介绍美国、日本、英国、韩国等国家扶持战略性新兴产业出台的政策措施,如把新一代信息技术、新能源、新材料、生物工程、节能环保等新兴产业列为本国或地区优先发展产业,或根据自身基础或发展条件,选择其中一个或几个作为发展侧重点。然后从国内发展趋势的介绍中探讨发展战略性新兴产业的意义,伴随着经济结构的快速调整和升级,发展战略性新兴产业已然成为一种不可阻挡的趋势,不仅能够使广大企业从过度竞争的“红海”战略走向前景广阔的“蓝海”战略,也能够提高综合竞争力和经济地位。它是实现加快发展的必由之路,是提升区域竞争优势、抢占发展先机的迫切需要,同时又能够破解资源环境约束,将以往粗犷型发展方式向集约型发展方式转变。接着自上而下介绍国家、省及蚌埠市为调整产业结构升级,促进经济发展,推进战略性新兴产业发展出台的政策法规。2010年10月,国务院发布了《关于加快培育和发展战略性新兴产业的决定》(国发(2010]32号),同年12月,安徽省委、省政府发布了《关于加快培育和发展战略性新兴产业的意见》,2011年4月蚌埠市委、市政府发布了《关于加快培育和发展战略性新兴产业的实施意见》(蚌发(2011)11号),2012年12月,蚌埠市委出台了《关于实施“5116”工程加快重点产业发展的若干意见》,2014年9月蚌埠市政府出台了《扶持产业发展“1+2+N”政策体系》,2014年6月蚌埠市委出台了《关于以“363”框架为引领推进城市集约发展的指导意见》。第三部分着重介绍蚌埠市政府扶持战略性新兴产业发展的相关举措。一是自上而下联合推动,凝聚起战略性新兴产业的发展合力,二是出台相关产业扶持政策,提升战略性新兴产业的发展环境,三是谋划相关产业带动性强的项目,夯实战略性新兴产业的发展支撑,四是坚持创新带动产业发展,完善战略性新兴产业的创新体系,五是实施园区、产业基地等载体搭建,加快园区与产业基地投入建设。然后在第四部分研究分析蚌埠市政府培育发展战略性新兴产业存在的问题。一是产业规划不具有前瞻性,二是要素资源供给不充足,三是载体平台搭建不宽泛,四是体制机制不够健全,政策体系不够完善。最后根据蚌埠市的发展现状及未来趋势,提出扶持战略性新兴产业发展的对策建议。一是完善体制机制创新,优化发展环境,二是强化要素资源供给,提供发展动力,三是搭建服务平台,引导产业集群发展,四是完善政策体系,实现可持续发展。
