辽宁省高技术产业技术创新能力研究

【摘要】：近年来我国经济增速逐渐放缓,面对经济下行的压力新常态下更加关注发展的质量问题。知识经济时代,科技创新成为新一轮经济发展和社会变革的新动力,依托土地、自然资源和廉价劳动力发展起来的传统产业优势不再,面临着或淘汰或转型升级的命运。高技术产业是依靠高技术,以技术改造和技术创新为发展方式,在转变经济增长方式、结构调整和产业优化升级方面具有重要作用的产业。高技术产业一方面对地区经济快速增长有巨大的助推作用,另一方面能够带动处于转型时期的传统产业完成升级改造,引领其走上自主创新的道路。辽宁省依托东北老工业基地、环渤海经济圈以及邻近京津冀地区的政策优势和区位优势,高技术产业呈迅猛发展的趋势,在激发全省创新活力、提高全省劳动生产率以及增加全省社会财富积累方面作出了重要贡献。辽宁省高技术产业技术创新能力是未来辽宁省在科技、经济、社会、环境等各个领域发展的突破口和新的增长点,因此具有重要的研究价值。本文在技术创新理论的理论框架内结合辽宁省的实际发展情况展开了对高技术产业技术创新能力的评价研究。首先根据高技术产业技术创新能力的影响因素,从技术创新投入、技术积累、技术创新支撑环境和技术创新产出四个维度构建了相应的评价指标体系；然后选取2003-2012年10年的数据,运用因子分析法和层次分析法分别从基于省际和基于时序两个角度进行了动态性的实证分析,结果发现辽宁省高技术产业技术创新能力与全国其它地区存在较大的差距,10年问发展波动性较大；最后总结了理论和实证研究结果,对出现差距的原因进行了深入的剖析,并对提升高技术产业技术创新能力提出了一系列的对策和建议。
[Abstract]:In recent years, the economic growth rate of our country has gradually slowed down, and in the face of the downward pressure of the economy, we pay more attention to the quality of development. In the era of knowledge economy, scientific and technological innovation has become a new driving force for the new round of economic development and social change. Relying on land, natural resources and cheap labor to develop the traditional industrial advantages are no longer faced with the fate of elimination or transformation or upgrading. High-tech industries rely on high-tech. We are changing the mode of economic growth by taking technological transformation and technological innovation as the mode of development. High-tech industries play an important role in structural adjustment and industrial upgrading. On the one hand, high-tech industries have a huge boost to the rapid economic growth in the region. On the other hand, it can lead the traditional industries in the transition period to complete the upgrading and transformation, leading them to the road of independent innovation. Liaoning Province relies on the northeast of the old industrial base. The policy advantages and location advantages of the economic circle around the Bohai Sea and the adjacent areas of Beijing, Tianjin and Hebei, the high-tech industry shows a trend of rapid development and stimulates the innovation vitality of the whole province. Raising labor productivity and increasing the accumulation of social wealth in Liaoning province have made important contributions. The technological innovation ability of high technology industry in Liaoning Province is the future in science and technology, economy, society. A breakthrough and a new growth point in the development of the environment and other fields. Therefore, it has important research value. This paper carries out the evaluation research on the technological innovation ability of high technology industry according to the technical innovation ability of high technology industry in the theoretical framework of technology innovation theory combined with the actual development of Liaoning province. The influencing factors of technical innovation ability. The evaluation index system is constructed from the four dimensions of technological innovation input, technological accumulation, technological innovation supporting environment and technological innovation output. Then select the data from 2003-2012 10 years, using factor analysis and analytic hierarchy process from the inter-provincial and temporal based on two angles of dynamic empirical analysis. The results show that there is a big gap between the technological innovation ability of Liaoning high-tech industry and other regions in China. Finally, it summarizes the theoretical and empirical research results, analyzes the causes of the gap, and puts forward a series of countermeasures and suggestions to improve the technological innovation ability of high-tech industries.
