环境规制、环境规制竞争与产业结构调整

【摘要】：当前中国经济正面临越来越大的下行压力,深层次矛盾突显,结构调整迫在眉睫,污染治理更是刻不容缓。能否以经济增速换挡期为契机,寻找到“调结构”与“治污染”的平衡点,探索出一条实现经济发展和环境保护“双赢”道路,成为了中国当前面临的重大挑战。由于环境问题必须通过政府之手才能予以解决,那么环境规制在实现环境绩效的同时,能否对地区产业结构的转型升级起到促进作用,成为本文探讨的主要问题。再者,分权体制下的地方政府在制定和实施环境规制的过程中,会通过有意或无意的竞争行为导致环境规制强度的地区差异。这种环境规制竞争的存在性探讨,及其对地区产业结构布局的影响效果检验,是本文对环境规制产业结构效应研究的进一步挖掘。基于上述思路,本文利用中国2003-2013年279个城市的面板数据,测度了环境规制强度和产业结构水平,并运用面板固定效应模型及空间杜宾模型,实证考察了环境规制的产业结构效应及其影响机制。主要发现如下:(1)总体上看,我国环境规制强度的增加有助于推动产业结构升级。(2)环境规制会通过生产成本、技术创新机制和进入壁垒影响企业行为,进而推动地区产业结构的演变。(3)由于存在环境规制的竞争行为,环境规制的区域差异将通过产业转移机制和产业分工机制影响产业的比较优势和竞争地位,进一步推动产业结构的调整。(4)分区域看,东部和中西部地区地方政府采取的竞争方式有所不同,因而环境规制竞争对区域产业结构调整的促进作用也存在差异。
[Abstract]:At present, China's economy is facing increasing downward pressure. The deep-seated contradictions highlight that structural adjustment is imminent, and pollution control is even more urgent. Can we take the shift period of economic growth as an opportunity? To find the balance between "adjusting structure" and "controlling pollution", and to explore a "win-win" road to achieve economic development and environmental protection. As environmental problems must be solved by the government, whether environmental regulation can promote the transformation and upgrading of regional industrial structure while achieving environmental performance, has become a major challenge facing China. Moreover, in the process of making and implementing environmental regulation, the local government under the decentralized system, It will lead to regional differences in the intensity of environmental regulation through intentional or unintentional competitive behavior. The existence of this kind of environmental regulatory competition and its effect on the layout of regional industrial structure will be tested. Based on the above ideas, this paper uses the panel data of 279 cities in China from 2003 to 2013 to measure the intensity of environmental regulation and the level of industrial structure. Using panel fixed effect model and spatial Doberbin model, the paper empirically investigates the industrial structure effect and its influence mechanism of environmental regulation. The main findings are as follows: 1) in general, The increase of the intensity of environmental regulation in China will help to promote the upgrading of industrial structure. (2) Environmental regulation will affect the behavior of enterprises through production costs, technological innovation mechanisms and barriers to entry. Therefore, the regional differences in environmental regulation will influence the comparative advantage and competitive position of the industry through the industrial transfer mechanism and the industrial division of labor mechanism, due to the existence of the competitive behavior of environmental regulation. Further promoting the adjustment of industrial structure, the local governments in the east and the central and western regions adopt different competition modes, so the role of environmental regulation competition in promoting the adjustment of regional industrial structure is also different.
