大连软件产业发展的政策研究

【摘要】：新一代信息技术是引导未来经济社会发展的重要力量,软件产业具有技术性强、附加值高、清洁等特点,已发展成为很多国家的一大支柱产业,发展战略性新兴信息技术产业已成为世界各国抢占新一轮经济增长点的重大战略。经过长期的扶持与鼓励,起步较晚的大连在软件产业发展方面已成为国内比较先进的地区。如今,大连软件产业发展自成一体,其中软件园、人才培训和服务外包成为大连软件产业发展的最大特点和亮点,据此,其被冠以“国家软件产业基地”和“创建软件产业国际化示范城市”等称号。大连软件产业的快速发展,既得益于软件企业的发展优势,更是由于政策的扶持和引领。文章选取改革开放为分析时间起点,特别注重梳理近20年来各级政府部门出台的相关政策措施,分析其在软件产业发展中的作用。全文通过梳理国内外软件产业政策理论研究背景,阐述了软件产业的概念,说明了软件产业政策在软件产业发展过程中的重要作用,总结概括大连软件产业演进历程,分析了大连软件产业政策,并进行大连软件产业政策的有效性评估。从历史和区域产业政策等视角对改革开放以来大连软件产业的政策进行深入研究,本文将以大连软件产业政策问题为研究对象,结合调查问卷的数据,采用对比分析法、历史研究法、文献资料法和调查法,辩证分析产业政策环境与大连软件产业发展间的关系,进而为大连软件产业的长足发展提出有针对性的建议。大连市政府颁布的政策落实情况良好,大部分民众表示满意,有一些政策还需要继续完善。市场管理政策方面,对软件知识产权保护力度、相关引导政策及措施问题上有待提升。人才培养政策方面,人才创新奖励力度、对于接受培养计划的员工补贴问题上有待提升。新兴业态发展政策方面,企业取得突破性创新奖励、对于采购新型国产软件补贴问题上有待提升。投融资政策方面,大连软件产业过于依赖发达国家技术、当地政府给与企业担保奖励问题上有待提升。
[Abstract]:The new generation of information technology is an important force to guide the economic and social development in the future. The software industry has become a pillar industry in many countries because of its strong technology, high added value and cleanliness. The development of strategic and emerging information technology industries has become a major strategy for all countries in the world to seize a new round of economic growth points. Dalian, which started relatively late, has become a relatively advanced area in China in terms of software industry development. Today, Dalian's software industry is developing on its own, including the Software Park. Talent training and service outsourcing have become the biggest characteristic and bright spot of Dalian software industry development. According to this, it is called "National Software Industry Base" and "Building International demonstration City of Software Industry". Not only the development advantage of software enterprises, but also the support and guidance of the policy. This paper chooses the reform and opening up as the starting point of the analysis, and pays special attention to combing the relevant policies and measures issued by government departments at all levels in the past 20 years. This paper analyzes its role in the development of software industry. Through combing the theoretical research background of software industry policy at home and abroad, this paper expounds the concept of software industry, and explains the important role of software industry policy in the development of software industry. This paper summarizes the evolution of Dalian software industry, analyzes the policy of Dalian software industry, From the perspective of history and regional industrial policy, this paper makes an in-depth study on the policy of Dalian software industry since the reform and opening up. This paper will take Dalian software industry policy as the research object. Based on the data of the questionnaire, the relationship between the industrial policy environment and the development of Dalian software industry is analyzed dialectically by means of comparative analysis, historical research, literature and investigation. And then put forward targeted suggestions for the rapid development of the Dalian software industry. The policies promulgated by the Dalian Municipal Government have been implemented well, and most people are satisfied. Some policies still need to be improved. Market management policies, The protection of software intellectual property rights, related guiding policies and measures need to be improved. On the issue of employee subsidies for receiving training plans, the issue of employee subsidies to be raised. In terms of the development policy of emerging industries, enterprises have obtained breakthrough incentives for innovation, and the issue of subsidies for purchasing new types of domestic software needs to be improved. In terms of investment and financing policies, Dalian's software industry is too dependent on technology in developed countries, and the issue of local government guarantees for companies needs to be improved.
