环保产业的市场环境变化与制度建设思考

【摘要】：随着环境监管的趋严,企业的污染治理投入日益增大,环保产业需求不断增加,使其成为经济增长新动能、绿色经济新亮点。然而企业环境治理的目的只是满足环保监管要求,并不追求技术先进和运营稳定的环保产品,被动消费的特征十分明显,环保产业的内生发展机制和市场化制度建设有待优化。本文提出完善环保市场激励约束机制的政策建议,包括改革创新政府服务管理模式、构建企业违法排污的强约束机制、建立激励企业自主治污的制度环境、积极引导社会资本进入环保领域,以期对环保产业发展具有借鉴作用。
[Abstract]:With the tightening of environmental supervision, the investment in pollution control of enterprises is increasing day by day, and the demand of environmental protection industry is increasing constantly, which makes it become a new kinetic energy of economic growth and a new bright spot of green economy. However, the purpose of environmental governance of enterprises is to meet the requirements of environmental protection supervision. The characteristics of passive consumption are very obvious, the endogenous development mechanism of environmental protection industry and the construction of market-oriented system need to be optimized. This paper puts forward some policy suggestions to perfect the incentive and restraint mechanism of environmental protection market. It includes reforming and innovating the government service management mode, constructing the strong restraint mechanism of enterprise illegal pollution discharge, establishing the system environment that encourages enterprises to control pollution independently, and actively guiding the social capital into the field of environmental protection, in the hope that it can be used for reference to the development of environmental protection industry.
