【摘要】：正2017年7月21日,农业部张桃林副部长在现代农业产业技术体系"十三五"启动大会上强调,体系要认真学习领会习总书记系列重要讲话精神和中央决策部署,紧紧围绕推进农业供给侧结构性改革这个主线,聚集"农业增效、农民增收、农村增绿"三大目标,承担"结构调优、生产调绿、产业调强"三大任务,实现"技术变革、产业变革、机制创新"三大突破,完善体系运行机制,加强人才队伍建设,强化组织管理,激发创新活力,为新时期农业结构调整、产业转型升级、产品安全优质、资源高效利用、生态有效保护提供强有力的科技支撑。这是今后体系工作的指导思想和基本任务。
[Abstract]:On July 21st 2017, Vice Minister Zhang Taolin of the Ministry of Agriculture stressed at the launching conference of the 13th Five-Year Plan of the Technical system of Modern Agricultural Industry that the system should conscientiously study and understand the spirit of General Secretary Xi's series of important speeches and the central decision-making arrangements. Closely focusing on the main line of promoting the structural reform on the supply side of agriculture, focusing on the three major objectives of "increasing agricultural efficiency, increasing farmers' income, and increasing green in rural areas," and undertaking the three major tasks of "optimizing the structure, adjusting the green in production, and adjusting the intensity of the industry" to realize "technological change," The three major breakthroughs in industrial reform and mechanism innovation are to perfect the operating mechanism of the system, strengthen the construction of the talent team, strengthen the organization and management, stimulate the vitality of innovation, and promote the adjustment of agricultural structure, industrial transformation and upgrading, and the safety and quality of products in the new period. Efficient utilization of resources and effective protection of ecology provide strong scientific and technological support, which is the guiding ideology and basic task of future system work.
