辽宁自贸区产业发展制度供给约束与脱困路径

【摘要】：制度供给约束是制约辽宁老工业基地产业发展的主要矛盾,主要体现在市场化程度较低、产权制度变迁缓慢、营商环境欠佳、制度性交易成本较高等方面。而辽宁自贸区的成立则为打破制度供给约束提供了重大契机和重要抓手,但在改革推进过程中,围绕产业发展的制度创新却面临着一些困境,包括缺乏制度性改革思维、行政管理体制的约束、产业开放程度难有大的突破、产业布局面临现实困境等。作为突破路径,需要从践行自贸区的发展理念、推进行政管理体制改革、力求从产业布局的精准、打造良好的产业发展环境等方面加大改革力度。
[Abstract]:Institutional supply constraints are the main contradictions that restrict the development of the old industrial base in Liaoning Province. They are mainly reflected in the low degree of marketization, the slow changes in the property rights system, and the poor business environment. The establishment of Liaoning Free Trade Zone provides an important opportunity and an important hand to break the institutional supply constraints, but in the process of reform and promotion, institutional innovation around the development of industry is facing some difficulties. It includes the lack of institutional reform thinking, the restriction of administrative management system, the difficulty of great breakthrough in the degree of industrial opening, the realistic predicament of industrial layout, etc. As a breakthrough path, we need to practice the concept of free trade zone. In order to promote the reform of administrative management system, the reform should be strengthened from the aspects of precision of industrial layout and establishment of a good environment for industrial development.
