基于成本效益分析视角的棕地修复产业发展策略研究

【摘要】：棕地是指存在一定程度的(潜在)污染,尚未得到充分利用的土地(包括地上建筑物)。对这些土地进行修复再开发,是城市更新、集约用地的现实要求；也是优化城市结构,促进城市可持续发展的重要手段。随着城市化进程的加快以及“退二进三”政策的推行,土地需求增加,许多棕地亟待修复再开发,棕地修复产业迎来了关键的发展机遇期。然而,我国棕地修复产业的发展并不顺畅,其主要原因之一,在于棕地修复企业的经营状况不佳。本文从棕地修复企业实施棕地修复项目所发生的成本和效益入手,通过成本和效益的分析对比,帮助企业依据自身规模,合理选择棕地修复项目；节约成本,提高修复效率,实现企业高效运营,进而推动棕地修复产业的发展。基于成本效益视角的分析方法有多种,但大多数方法需要详实的数据作支撑。结合我国的现实状况,棕地修复产业的发展尚不完善,项目多为示范性工程,成本效益数据难以获得。本文借助对数据要求相对较低的本量利分析法对棕地修复企业的成本效益进行了分析。首先指出研究的背景与意义、国内外研究进展综述、研究框架和研究方法。既而介绍美国、英国、日本棕地修复产业的发展现状,对比我国产业现状,指出产业发展障碍。尝试采用本量利(CVP)分析法,区分棕地修复企业的成本,结合企业收益,进行盈亏平衡分析,指出企业规模与修复项目相匹配的最优修复面积。通过案例研究,以成本性态为分类依据,指出案例项目的成本构成,以及收益来源。为棕地修复企业提供一种衡量成本和效益的方法,对促进我国棕地修复产业的发展,具备一定的理论意义和实践价值。
