西部少数民族地区促进资源型产业转型的制度研究——基于法律激励与约束的视角

【摘要】：目前,西部少数民族地区资源型产业的发展方式仍较为粗放,资源的综合利用效率低,未充分挖掘资源的附加值,同时,对当地的生态平衡也造成了较大破坏。在法律激励与约束的视野下,完善促进西部少数民族地区资源型产业转型的制度激励与约束机制,有助于克服"粗放型"的资源开采和利用模式,优化资源型产业的结构,推动资源型产业转型的实现。
[Abstract]:At present, the development mode of resource-based industry in western minority areas is still extensive, the comprehensive utilization efficiency of resources is low, the added value of resources is not fully exploited, and at the same time, In the view of legal incentives and constraints, the institutional incentive and restraint mechanism to promote the transformation of resource-based industries in western minority areas has been improved. It is helpful to overcome the "extensive" pattern of exploitation and utilization of resources, optimize the structure of resource-based industries and promote the realization of the transformation of resource-based industries.
