毛皮工业园区环境经济综合指数核算研究

【摘要】：作为轻工产业中的重要分支,毛皮产业在我国历史悠久,产业发展迅速,目前已形成了一条涵盖毛皮动物养殖、原料皮鞣制、毛皮制品加工及市场销售的上下游关联度高的完整的产业链。在为我国经济发展做出巨大贡献的同时,毛皮产业也引起了严重的环境污染问题,而毛皮工业园区以其独有的区域模式为毛皮产业的发展注入了新的活力,集中生产统一治污,运用循环经济的理念和清洁生产的技术让粗放型的生产方式和粗放型的产业形成了新的经济增长模式,对于解决区域性污染问题,实现全面节能减排,建设资源节约型和环境友好型社会有着其他模式无法比拟的作用。本文就以此为出发点进行研究,以毛皮工业园区为研究对象,在环境经济综合核算理论、清洁生产理论和可持续发展理论的支持下,首先,从技术、环境及经济三个方面对毛皮工业园区进行了详细的可行性分析,并做了相应地可行性评价,使其可以形成技术先进、环境友好和经济合理的综合可持续发展模式；然后,在此基础上从环境、经济和资源三方面构建了毛皮工业园区环境经济综合指数核算指标体系,经过筛选确定最终核算的指标,运用多指标综合评价法中的综合指数法对毛皮工业园区的环境指标和经济指标分别进行了核算,并将环境与经济指标进行整合对环境经济综合指数R进行核算；最后,以肃宁毛皮工业园区为例进行了实证分析,通过实地调研选取了园区中具有代表性的10个企业进行环境经济综合指数R的核算,验证了综合指数R的合理性,并从整体和局部两个方面为肃宁毛皮工业园区的未来发展提供了科学指导,同时为毛皮工业园区乃至毛皮行业环境经济综合可持续发展提供了参考和借鉴。本文共分为八个部分：第一和第二部分别为文章绪论及文献综述,分别阐述了本文的研究背景、意义、方法以及相关文献的国内外研究综述和相关理论研究；第三部分为毛皮工业园区技术可行性分析,对毛皮工业园区相关产品方案概况及涉及到的技术工艺流程等进行了介绍,并对其清洁生产技术应用的先进性进行了评价；第四部分为毛皮工业园区环境可行性分析,主要介绍了毛皮工业园区的规划概况及其产业政策符合性,对其环境质量现状展开了调查研究,介绍了对环境造成污染的主要污染物及其排放标准,最后对其环境友好性进行了评价；第五部分为毛皮工业园区经济可行性分析,主要从工程投资和运行资金投入两个方面对毛皮工业园区的经济损益情况进行了分析,对涉及到的风险进行分析并给出了如何控制的对策,最后对其经济合理性进行了评价；第六部分为毛皮工业园区环境经济综合指数核算分析,通过介绍毛皮工业园区环境经济综合指数的概念及其具体的核算方法,从环境、经济和资源三方面构建了毛皮工业园区环境经济综合指数核算体系,最后将环境指标与经济指标进行整合对环境经济综合指数R进行了核算研究；第七部分为肃宁毛皮工业园区环境经济综合指数核算实证分析,经过实地调研,选取了园区内10个代表性的企业进行环境经济综合指数R的核算,最后从整体和局部两个方面为其环境经济可持续发展提供了可参考的建议；第八部分为研究总结部分,对主要成果进行概述以及本文研究过程中的不足和局限,为以后继续研究提供方向。
[Abstract]:As an important branch in light industry, fur industry in China has a long history, industry development is rapid, has formed a covering of fur animal breeding, raw materials of leather tanning, fur products processing and sales of the downstream high degree of complete industrial chain. To make a great contribution to China's economic development and at the same time the fur industry, also caused serious environmental pollution problems, and inject new vitality fur industrial park with its unique regional development pattern for the fur industry, focused on the production of unified pollution, using the concept of circular economy and clean production technology for the extensive mode of production and the extensive industry formed economic growth the new model, to solve the regional pollution problems, to achieve a comprehensive energy-saving emission reduction, there are other modes incomparable role in the construction of a resource-saving and environment-friendly society. This article on this As a starting point, the fur industry park as the research object, the integrated environmental and economic accounting theory, the theory of cleaner production and sustainable development theory, first of all, from the three aspects of technology, environment and economy is analyzed and the feasibility of the fur industry park, and the feasibility of the evaluation. Can the formation of advanced technology, environmental friendly and economical comprehensive sustainable development mode; then, based on the environment, economy and resources three build fur Economy Industrial Park Comprehensive Index of environmental accounting index system, after screening to determine the final accounting index, using the comprehensive index of multi index comprehensive evaluation method of fur industry the park's environmental and economic indicators of accounting, and the integration of environmental and economic comprehensive index R in accounting environment and economic indicators; Finally, taking Suning fur Industrial Park as an example, through the investigation of selected park has 10 representative enterprises of integrated environmental and economic accounting index R, verify the rationality of the comprehensive index of R, and from the overall and partial two aspects for the future development of Suning Industrial Park provides scientific fur at the same time, it provides a reference for the fur and fur industry industrial park integrated environmental and economic sustainable development.
