【摘要】：产业竞争力在当前社会经济发展中被作为衡量地区经济发展水平的重要指标。乌鲁木齐作为新疆首府,位于我国西部边陲,是西部大开发和“丝绸之路经济带”战略的重要中心城市,拥有独特的区位条件,乌鲁木齐产业竞争力水平与疆内外的贸易经济往来和我国与中东地区的贸易往来密切相关,也与乌鲁木齐经济发展息息相关。乌鲁木齐是西北地区重要城市之一,历史文化悠久,其经济发展在近年来处于快速发展阶段,对其进行产业竞争力研究具有较强的现实需求,但却鲜有学者对近年乌鲁木齐产业竞争力做评价的研究,因此本文采用应用较为成熟的偏离份额分析法对乌鲁木齐产业竞争力水平进行评价研究。在此基础上分析影响乌鲁木齐产业竞争力水平的主要因素,并提出相关对策建议,以期促进乌鲁木齐产业能够快速发展。本文首先介绍了研究背景和研究意义,从国内外产业竞争力理论相关研究以及对新疆地区产业竞争力相关研究这几个部分进行文献综述,并简单讲述了研究方法,同时对竞争力、产业等概念内涵以及相关理论基础做出了相关解释。而后从资源环境、区位和交通、社会经济和政策四个方面阐述乌鲁木齐产业发展的基础条件,利用历年年鉴数据详细介绍了乌鲁木齐产业发展现状。之后运用偏离份额分析法分三时段对乌鲁木齐在西北五市中的竞争力水平做实证分析,并对规模以上工业行业做实证分析。分析结果表明,乌鲁木齐呈现“三二一”虚假产业结构形式,三次产业虽然贡献较大,但以低端服务业为主,产业结构问题较多。与西北五市相比,第一产业既没有结构优势同时也没有竞争力优势;第二产业逐渐失去了其结构优势地位,因过多开采自然资源低端粗放式发展导致的环境问题以及存在的产业结构问题严重限制了产业竞争力水平的提升;第三产业在政策倾斜和特殊区位的影响下产业竞争力优势较为明显,但产业内部结构需要进一步优化,以保证产业竞争力水平一直处于较高地位。在接下来的内容中,本文根据相关产业竞争力理论从基础交通、自然环境、人才技术、产业结构和政府作用等方面详细阐述了乌鲁木齐产业竞争力的影响因素。在文章的最后,笔者根据影响因素中乌鲁木齐现阶段的不足提出相应的对策建议。
[Abstract]:Industrial competitiveness is regarded as an important index to measure the level of regional economic development in the current social and economic development. Urumqi, as the capital of Xinjiang, is located in the western border of China. It is an important central city in the western development and the "Silk Road Economic Belt" strategy. It has unique location conditions. The level of industrial competitiveness in Urumqi is closely related to the trade and economic exchanges inside and outside Xinjiang and the trade exchanges between China and the Middle East. It is also closely related to the economic development of Urumqi. Urumqi is one of the important cities in Northwest China, with a long history and culture. Its economic development is in a rapid development stage in recent years. However, few scholars have studied the evaluation of the industrial competitiveness of Urumqi in recent years. Therefore, this paper uses the mature deviation share analysis method to evaluate and study the level of industrial competitiveness of Urumqi. On this basis, it analyzes the main factors affecting the level of industrial competitiveness of Urumqi, and puts forward relevant countermeasures and suggestions. In order to promote the rapid development of Urumqi industry. Firstly, this paper introduces the research background and significance, from the domestic and foreign industrial competitiveness theory related research and the Xinjiang region industry competitiveness related research these several parts of literature review, At the same time, it explains the concept of competitiveness, industry and related theoretical basis. Then, from the perspective of resources, environment, location and traffic, The basic conditions for the industrial development of Urumqi are expounded in four aspects of social economy and policy. The paper introduces the present situation of Urumqi industry development in detail by using yearbook data over the years. Then it uses the method of deviation share analysis to analyze the competitiveness level of Urumqi in five northwest cities in three periods, and makes an empirical analysis on the competitiveness level of Urumqi in the five northwest cities. The results show that Urumqi presents a false industrial structure of "March 21". Although the contribution of three industries is great, it is mainly low-end service industry. Compared with the five northwest cities, the primary industry has neither structural advantages nor competitive advantages; the secondary industry has gradually lost its position of structural superiority. The environmental problems and the industrial structure problems caused by the extensive development at the low end of the exploitation of natural resources seriously limit the improvement of the level of industrial competitiveness. Under the influence of policy inclination and special location, the tertiary industry has obvious advantages of industrial competitiveness, but the industrial internal structure needs to be further optimized in order to ensure that the level of industrial competitiveness is always in a higher position. Based on the theory of industrial competitiveness, this paper elaborates the factors affecting the industrial competitiveness of Urumqi from the following aspects: basic transportation, natural environment, talent and technology, industrial structure and government function. The author puts forward corresponding countermeasures and suggestions according to the deficiency of Urumqi.
