【摘要】：潍坊作为山东省养猪大市之一,生猪产业的健康发展对全省和全国都有重要的意义。近几年潍坊市的生猪产业发展迅速,潍坊市的生猪养殖模式发生了一些变化。随着规模化养殖不断成熟,传统的单一散养模式正逐渐减少,目前潍坊市重点发展规模化养殖。但仍有许多问题存在,生猪生产和猪肉价格波动明显,生猪饲养成本相对较高,疫病防治上还存在诸多不足,养殖模式过于落后,养殖和生产技术尚需进一步改善。因此,本文在文献查阅、专家访谈、问卷调研的基础上,依据生猪产业发展的相关理论,综合运用系统分析、统计分析等方法,重点从基础理论、生猪产业发展历史沿革和现状、生猪产业发展环境与条件、发展制约因素和对策建议等五方面,实证研究潍坊市生猪产业发展的相关情况。生猪产业发展环境与条件的系统认识是本文研究的基础。本文对生猪产业相关概念界定的基础上,分析了生猪产业的特征和地位,重点分析了潍坊市生猪产业发展的外部环境和内部条件。研究表明,潍坊市具有良好的发展生猪产业的自然条件、社会条件、经济条件和人才技术条件。生猪产业发展的历程与模式分析是本文的重点内容。本文通过实地调研和数据统计资料的整理,从生产状况、市场状况、技术状况和组织状况来进行分析了潍坊市生猪产业发展的历史沿革,同时介绍潍坊市生猪产业发展的现状,并介绍潍坊市生猪产业发展的典型模式--“三级闭环养猪模式”,主要从改模式的运作状况、典型案例分析和社会经济效益这三个方面进行介绍。研究表明潍坊市生猪产业呈现波动式发展趋势,但从总体上来说,发展趋势良好。生猪产业发展制约因素分析是本文的关键内容。本文通过对问卷调查数据的整理,研究潍坊市养猪场户发展生猪养殖的现状和存在问题,分析得出了影响潍坊市生猪产业发展的影响因素,并主要从生猪生产环节和市场及流通环节来进行了归纳总结。研究表明,目前制约潍坊市生猪产业发展在生产环节的因素主要有生猪疫病防治、生猪生产成本、生猪养殖资金短缺、生猪养殖模式落后、养殖用地困难和技术落后,在生猪市场和流通环节主要的制约因素就是价格因素。生猪产业发展的对策建议是本文研究的落脚点。在对制约潍坊市生猪发展因素分析的基础上,针对各项制约因素提出了潍坊市生猪产业发展的对策建议。研究表明促进潍坊市生猪产业健康稳定发展必须对潍坊市目前生猪生产环节和市场流通环节进行改进,其中在生产环节应当健全有效的疾病预控体系、控制养殖成本、增加资金投入,拓宽融资渠道、改善养殖模式推动健康养殖、鼓励科技创新、提高生猪养殖的规模化程度、促进生猪养殖合作社和协会发展等,在生猪市场和流通环节应当优化生猪产品流通渠道、加快生猪市场体系建设、创新生猪产品交易模式、构建完整的市场需求及价格分析预警模式。同时还应当通过其他方面的措施进行改进,其中包括重视生猪产品标准及质量问题、合理利用金融工具化解生猪市场风险、推进生猪产品加工业的规模化程度和把脉生猪市场周期,合理调节生猪生产。
