【摘要】：21世纪是全球经济飞速发展的新时代,在搭乘着经济向上发展的顺风车上,能源对人类社会生活以及经济的影响逐渐增大,并逐渐成为影响人类社会发展过程最为关键的一种资源。哈萨克斯坦自1992年作为一个独立的国家进入国家大舞台之后,哈萨克斯坦在政治、经济以及社会方面都产生了很大的变化并得到了快速的发展。哈萨克斯坦富含石油、天然气和煤炭资源是中亚地区主要的能源生产国。尽管哈萨克斯坦的诸多能源都非常丰富,但是随着世界能源资源行业的爆炸式发展趋势,哈萨克斯坦能源产业方面也面临着诸多问题,例如石化产业创新能力不足;能源产业调整受客观条件限制;突破低碳排放难关,实现能源产业绿色发展;而风能、水能等其他资源需要进一步深入性的开发。结合以上状况,本文拟对于哈萨克斯坦能源发展历史背景、现状进行研究,再按照生态效率基本思想以及改进的DEA模型方法,从经济、资源和环境三个方面建立投入、期望产出和非期望产出的评价指标体系,实证研究哈萨克斯坦能源产业效率发展,在此基础上提出相应的政策建议。希望能够为哈萨克斯坦能源产业的开发提供一定的参考。
[Abstract]:The 21st century is a new era of the rapid development of the global economy. In the ride of the upward economic development, the impact of energy on human social life and economy is gradually increasing. And gradually become the most critical resource to affect the development of human society. Since Kazakhstan entered the national stage as an independent country in 1992, Kazakhstan has experienced great changes and rapid development in political, economic and social fields. Kazakhstan is rich in oil, natural gas and coal is the main energy producer in Central Asia. Although many energy sources in Kazakhstan are very rich, along with the explosive development trend of energy resources industry in the world, Kazakhstan energy industry also faces many problems, such as insufficient innovation ability of petrochemical industry; The adjustment of energy industry is restricted by objective conditions; the difficulty of low carbon emission is overcome and the green development of energy industry is realized; while other resources such as wind energy and hydro energy need to be further developed. Combined with the above situation, this paper intends to study the historical background and present situation of energy development in Kazakhstan, and then, according to the basic idea of ecological efficiency and the improved DEA model method, establish the input from three aspects: economy, resources and environment. Based on the evaluation index system of expected output and non-expected output, this paper empirically studies the development of energy industry efficiency in Kazakhstan, and puts forward corresponding policy recommendations. Hope to be able to provide a certain reference for the development of energy industry in Kazakhstan.
