战略性新兴产业效率与政府投入关联关系的实证分析——以中关村国家自主创新示范区为例

【摘要】：国内关于产业政策的激烈讨论引发了对市场和政府干预的极大关注。中关村国家自主创新示范区作为我国战略性新兴产业发展的策源地,形成了系统的先行先试的产业政策体系。随着中关村试点政策的全国推广,对政府在战略性新兴产业发展中的作用进行评估显得尤为重要。财政投入是产业政策的重要表现形式,本文基于北京市中关村国家自主创新示范区2004-2014年相关统计数据,运用DEA模型,得到中关村开发区产业效率和政府投入效果,并在此基础上通过灰色关联度模型对产业效率和政府投入之间的关联关系进行描述性分析,实证结果表明二者之间的关联度并不显著。本文试图从产业政策的制定、执行和其背后的政府行为动机两个维度对上述实证结果产生的可能性原因进行分析。最后通过完善产业治理体系、推进供给侧结构性改革、完善产业链的全过程分析来明确政府在战略性新兴产业发展中的角色定位。
[Abstract]:The heated discussion on industrial policy in China has aroused great concern about market and government intervention. Zhongguancun National Independent Innovation demonstration Zone, as the birthplace of China's strategic emerging industries, has formed a systematic pilot industrial policy system. With the national promotion of Zhongguancun pilot policy, it is particularly important to evaluate the role of government in the development of strategic emerging industries. Financial input is an important form of industrial policy. Based on the relevant statistical data of Zhongguancun National Independent Innovation demonstration District in Beijing from 2004 to 2014, the paper obtains the industrial efficiency and the effect of government input in Zhongguancun Development Zone by using DEA model. On the basis of this, the relationship between industrial efficiency and government input is described by grey relational degree model. The empirical results show that the correlation between the two is not significant. This paper attempts to analyze the possible causes of the above empirical results from the two dimensions of industrial policy formulation, implementation and the motivation of government behavior behind it. Finally, by perfecting the industrial governance system, promoting supply-side structural reform and perfecting the whole process analysis of the industrial chain, the role of the government in the development of strategic emerging industries is clarified.
