文化创意产业演化升级的政策范式:台湾地区的经验及其启示

【摘要】：文化创意产业是世界各国竞相发展的最具潜力的朝阳产业,也是我国大陆在新常态下推动经济转型升级的重要支撑力量。我国台湾地区较早地开启了文化创意产业发展的探索历程,目前已步入了较为专业化、制度化的发展轨道,其在政策创新方面也积累了诸多可资借鉴的经验。我国大陆在推动文化创意产业演化升级的过程中,可借鉴台湾地区的经验,重点从强化政策支持与法律保障、针对发展阶段和融资困境精准施策、创新文化创意产业园区营运模式等方面着手,系统优化相关产业政策体系。
[Abstract]:Cultural and creative industry is the most potential sunrise industry in the world, and it is also an important supporting force to promote the economic transformation and upgrading in the mainland of China under the new normal. Taiwan started the exploration of the development of cultural and creative industries earlier, and has stepped into a more specialized and institutionalized development track, and has accumulated a lot of experience in policy innovation. In the process of promoting the evolution and upgrading of cultural and creative industries, the mainland of China can draw lessons from the experience of the Taiwan region and focus on strengthening policy support and legal protection, as well as the precise measures for the stage of development and the financing dilemma. Innovation culture and creative industry park operating mode, and so on, optimize the related industrial policy system.
