城镇化背景下八师石河子市农业产业结构调整研究

【摘要】：农业是兵团经济的基础性产业,是兵团履行屯垦戍边职责的主要产业支撑。石河子是兵团最早开发建设的垦区之一,以师市合一体制为核心的“石河子模式”为兵团特殊体制下的城镇化建设创造了经验,发挥了示范带动作用。八师石河子市提出要永当兵团排头兵领头羊,率先在兵团全面建成小康社会。实现这一目标,城镇化是载体,农业是基础。特定历史条件、特定的区域对农业产业结构调整有不同的要求,石河子模式的特殊体制对农业结构调整要求和作用,既不同于地方城镇化背景,又与兵团其他师的城镇化背景有区别。依托城镇化体制和体系优势,加快农业产业结构调整步伐,是发展农业现代化和壮大屯垦戍边实力,提高区域竞争力,促进团场居民增收的紧迫任务和必然要求。本研究以城镇化和农业产业结构调整概念和相关理论为基础,立足于八师石河子市6007平方公里管辖区域和资源禀赋,阐述兵团体制下八师石河子市师市合一特殊体制的历史成因,分析城镇化体系的形成和现状特征,研究农业产业结构调整演变过程及现状条件,采用SWOT分析法,分析八师石河子市在城镇化背景下农业产业结构调整的内部优势和劣势、外部机遇和威胁,通过组合比较分析,梳理出城镇化背景下八师石河子市农业结构调整的基本路径,在此基础上提出对策建议,为八师石河子市农业转方式调结构提供决策参考。本研究的主要结论:(一)农业是八师石河子市的基础产业,也是履行屯垦戍边使命的支撑,农业的作用只能加强不能削弱。但农业基础仍然薄弱,结构不合理,农业产业以种植业为主、种植业以棉花为主的格局没有根本改变,市场竞争力不强,缺乏经济增长和职工增收的新动力。(二)八师石河子市特殊体制下的城镇化建设尤其是石河子市的城市功能,对农业产业结构调整有着重要的带动作用,但由于师市没有完全合一、团场小城镇“政”的功能不健全,削弱了集聚产业和人口的能力,一定程度上制约了农业产业结构调整。(三)师市合一体制仍然是八师石河子市的优势所在,城镇化是农业产业结构调整的主动力和主要载体,重点是更好发挥师市合一体制优势,完善城镇功能,推进城镇体系行政管理与公共服务的一体化,建立健全城镇产业联动与农业产业结构优化互动的机制,立健全农产品消费需求与城镇市场流通体系对接的机制,强化农业产业结构调整的人力资源支撑;要突出优棉强畜精果,优化农业产业功能区布局,推进农业产业集团化和产业链条终端化,推动农业产业结构优化调整;要创新农业产业结构调整组织框架,加强农业服务体系建设,建设农业现代化。
[Abstract]:Agriculture is the basic industry of the economy of the Corps and the main industry support for the Corps to fulfill its duty of clearing and guarding the frontier. Shihezi is one of the earliest reclamation areas developed and built by the Corps. The Shihezi model, which is based on the integration system of division and city, has created experience and played a leading role in the urbanization construction under the special system of the Corps. Shihezi City of the eighth Division proposed to be the leader of the Corps and the first to build a well-to-do society in the regiment. To achieve this goal, urbanization is the carrier, agriculture is the basis. Specific historical conditions and specific regions have different requirements for the adjustment of agricultural industrial structure. The special system of Shihezi model has different demands and functions on agricultural structural adjustment, which is different from the background of local urbanization. And with other divisions of the Corps of urbanization background is different. Relying on the advantages of urbanization system and system, speeding up the adjustment of agricultural industrial structure is an urgent task and inevitable requirement to develop agricultural modernization, strengthen the strength of opening up land and garrison the frontier, improve the regional competitiveness, and promote the income increase of the residents of Tuanchang. Based on the concepts of urbanization and agricultural industrial structure adjustment and related theories, this study is based on the administrative area of 6007 square kilometers and resource endowment of Shihezi city. This paper expounds the historical causes of the special system of Shihezi city, Shihezi city, under the bingtuan system, analyzes the formation and current characteristics of the urbanization system, studies the evolvement process and current conditions of agricultural industrial structure adjustment, and adopts SWOT analysis method. This paper analyzes the internal advantages and disadvantages, external opportunities and threats of the adjustment of agricultural industrial structure in Shihezi city under the background of urbanization, and combs out the basic path of agricultural structure adjustment in Shihezi city under the background of urbanization through combination comparison and analysis. On this basis, the countermeasures and suggestions are put forward to provide a decision reference for the adjustment of agricultural transformation mode in Shihezi city. The main conclusion of this study is: (1) Agriculture is the basic industry of Shihezi city in the eighth division, and it is also the support to fulfill the mission of opening up land and guarding the frontier. The role of agriculture can only be strengthened and not weakened. But the agricultural foundation is still weak, the structure is unreasonable, the agricultural industry is mainly the planting industry, the pattern of planting mainly is not fundamentally changed, the market competitiveness is not strong, and the new motive force of economic growth and staff income increase is lacking. (2) urbanization under the special system of Shihezi in the eighth division, especially the urban functions of Shihezi, plays an important driving role in the adjustment of the agricultural industrial structure, but since the Shi and Shi cities are not fully integrated, The function of "politics" of small towns in Tuanchang is not perfect, which weakens the ability of agglomeration industry and population, and restricts the adjustment of agricultural industrial structure to a certain extent. (3) the system of integration of Shi and Shi is still the dominant position of Shihezi city in the eighth division, and urbanization is the main driving force and main carrier for the adjustment of the agricultural industrial structure. The emphasis is to make better use of the advantages of the unified system of division and city and to perfect the functions of cities and towns. To promote the integration of administrative management and public services in urban systems, to establish and improve the interactive mechanism between the linkage of urban industries and the optimization of agricultural industrial structure, and to establish and improve the mechanism of linking the consumption demand of agricultural products with the circulation system of urban markets; To strengthen the human resources support for the adjustment of agricultural industrial structure, to highlight the excellent cotton and strong livestock and fine fruit, to optimize the layout of functional areas of agricultural industry, to promote the agri-industry collectivization and industrial chain terminalization, and to promote the optimization and adjustment of agricultural industrial structure; It is necessary to innovate the organizational framework of agricultural industrial restructuring, strengthen the construction of agricultural service system, and build agricultural modernization.
