【摘要】：当前,临空经济在全球范围内快速发展,已逐步成为区域经济发展的新引擎,国内临空经济也在快速发展,各大枢纽机场都开始从产业集聚区向临空经济区转变。同时,河南省确立了粮食生产核心区、中原经济区、郑州航空港经济综合实验区、郑洛新国家自主创新示范区、河南自贸区等五个国家战略,使其成为中部崛起的中坚力量。在此背景下,郑州航空港经济综合实验区已转变为河南省乃至中部地区对外开放的窗口和区域经济的增长极。因此,对郑州临空产业发展进行深入研究,不仅对河南省区域经济发展和产业结构转变十分重要,而且对中西部内陆地区对外开放提供借鉴,也能为“新常态”下国内经济深化改革提供依据。目前,大多数学者对临空产业的研究属于宏观层面的研究,而针对郑州临空经济区产业发展的研究还存在不足。因此,以郑州临空产业发展为出发点,利用文献研究法归纳国内外学者对临空经济的研究成果,梳理临空经济、临空产业的相关理论。结合临空经济理论利用定性分析法对郑州临空产业的发展现状进行分析,得出目前郑州临空产业发展中存在的产业结构问题有:产业结构不均衡、外向型产业不足、创新型产业不强、产业链不完整、产业关联能力弱等问题;产业空间布局问题有:产业空间布局与临空产业的圈层理论不符、产业园布局关联性不强等问题。针对郑州临空产业发展中存在的问题,结合郑州航空港经济综合实验区的发展现状及国内外临空产业发展经验,制定郑州临空产业发展的原则,最后指出郑州临空产业的发展优化应从以下几个方面进行:以产业为导向,优化发展思路;坚持以政府为主导,科学规划;优化郑州临空产业的发展环境;完善产业链,加强产业关联;提高政府、企业和个人等各类主体的创新能力;走节约型发展的道路。创新之处表现在以下方面:(1)使用临空核心产业、临空关联产业、临空引致产业这种分类方法,对郑州航空港经济综合实验区的产业进行分类,从而突出郑州航空港经济综合实验区各类产业的临空指向性强弱,并以此为标准分析郑州临空产业布局中存在的问题;(2)本文使用上述分类方法不仅从宏观角度分析郑州航空港经济综合实验区整体的产业结构问题,又从微观角度分析郑州航空港经济综合实验区三大产业内部的不均衡问题,从这个两个视角出发能够更加清晰的展现郑州临空产业的结构问题。
[Abstract]:At present, the rapid development of air-front economy in the global scope, has gradually become a new engine of regional economic development, the domestic air-front economy is also developing rapidly, each major hub airport has begun to change from industrial agglomeration area to air-front economic zone. At the same time, Henan Province has established five national strategies, such as grain production core area, Central Plains Economic Zone, Zhengzhou Airport Economic Comprehensive Experimental area, Zheng Luoxin National Independent Innovation demonstration Zone, Henan Free Trade area and so on. Under this background, the economic comprehensive experimental area of Zhengzhou Airport has been transformed into the window of opening to the outside world and the regional economic growth pole in Henan Province and even the central region. Therefore, it is very important not only for the regional economic development and industrial structure transformation of Henan Province to study the development of air front industry in Zhengzhou, but also for the inland areas of central and western China to open to the outside world. Also can for "new normal" under the domestic economy deepens the reform to provide the basis. At present, most scholars' research on the air-front industry belongs to the macroscopic level, but the research on the industrial development of Zhengzhou coastal economic zone is still insufficient. Therefore, based on the development of the air-front industry in Zhengzhou, this paper summarizes the research achievements of the domestic and foreign scholars on the air-front economy by using the method of literature research, and combs the relevant theories of the air-front economy and the air-front industry. Combining with the theory of air-front economy, this paper analyzes the present situation of the development of the air-front industry in Zhengzhou by using the qualitative analysis method, and concludes that the industrial structure problems in the development of the air-front industry in Zhengzhou are as follows: the industrial structure is unbalanced, the export-oriented industry is insufficient. Innovative industries are not strong, the industrial chain is incomplete, the ability of industrial association is weak, and the industrial spatial layout is not consistent with the theory of the circle layer of the industry, and the industrial park layout is not relevant. In view of the problems existing in the development of the air front industry in Zhengzhou, combined with the present development situation of the economic comprehensive experimental area of Zhengzhou Airport and the development experience of the air front industry at home and abroad, the principles for the development of the air front industry in Zhengzhou are worked out. Finally, it is pointed out that the development and optimization of the air front industry in Zhengzhou should be carried out from the following aspects: to take the industry as the guide, to optimize the development thinking, to adhere to the government as the leading and scientific planning, to optimize the development environment of the air front industry in Zhengzhou, to perfect the industrial chain, Strengthen the industrial connection, improve the innovation ability of the government, enterprises and individuals, and take the road of economized development. The innovations are manifested in the following aspects: 1) using the classification method of the core industry near the air, the related industry near the air, and the industry caused by the air front, to classify the industries in the economic comprehensive experimental area of Zhengzhou Airport. Thus highlighting the directivity of all kinds of industries in the economic comprehensive experimental area of Zhengzhou Airport, Using the above classification method, this paper not only analyzes the overall industrial structure of Zhengzhou Airport Economic Comprehensive Experimental area from a macro perspective, but also analyzes the industrial structure of Zhengzhou Airport Economic Comprehensive Experimental area. From the micro point of view, this paper analyzes the internal imbalance of the three major industries in Zhengzhou Airport Economic Comprehensive Experimental Zone, and from these two angles, it can more clearly show the structural problems of Zhengzhou's air front industry.
