产业转移促进城镇化的经济机制研究

【摘要】：城镇化水平是衡量一个国家进步的重要标志,许多学者研究工业化、产业结构和城镇化的关系,鲜少有学者关注到产业转移与城镇化的关系。我国东部地区承接国际产业转移而得到飞速发展,城镇化水平大幅度提高。可以说产业转移能够在一定程度上促进城镇化,而中西部落后地区的城镇化水平还很低,因此可以利用东部产业的转移来带动中西部城镇化。近年来东部地区面临环境压力加大、要素成本快速上升等问题,必须加快经济转型升级,而中西部城镇体系比较健全,可以在保护环境的基础上引导有效益的东部产业向中西部转移,所以东部与中西部在不同产业间的良好衔接必然会有助于区域间城镇化的协调发展。本文主旨就是研究产业转移是如何促进城镇化的经济机制和提出相关政策建议。首先,基于区域间城镇化发展不平衡的现状,本文提出利用产业转移来促进城镇化的思路,然后整理产业转移和城镇化的研究文献,理清两者之间关系;结合文献述评,本文从理论上构建了产业转移促进城镇化的理论框架,认为发达地区转出的产业转入落后地区后,改变承接地的要素结构和制度安排,从而改善产业结构和就业结构,带动经济发展和提高收入水平,最后促进城镇化。其次,根据产业转移促进城镇化的理论分析框架,本文收集1993~2012年省际面板数据,运用面板数据模型来分析产业转移过程中的要素流动、产业结构变化和收入水平对于城镇化水平的影响,得出的结论认为:劳动、资本、技术等要素流动对城镇化并非直接影响,它们的系数数值较小并且不显著,而产业结构和收入水平对于城镇化具有显著的正向作用,其系数比较大而且很显著,对于城镇化是直接影响,这与产业转移促进城镇化的理论分析是契合的。为了更详尽地说明产业转移对城镇化的实际影响,本文分析了我国东部地区利用产业转移促进城镇化的成功经验以及皖江城市带承接产业转移促进城镇化的试点情况,验证实际情况与理论分析是否相符,提取产业转移促进城镇化的发展经验;最后根据理论和实证分析的结果提出利用产业转移促进城镇化的的相关政策建议。
[Abstract]:The level of urbanization is an important symbol to measure the progress of a country. Many scholars have studied the relationship between industrialization, industrial structure and urbanization, but few scholars have paid attention to the relationship between industrial transfer and urbanization. China's eastern region to undertake international industrial transfer and rapid development, the level of urbanization has been greatly improved. It can be said that industrial transfer can promote urbanization to a certain extent, but the level of urbanization in the backward areas of the central and western regions is still very low, so the industrial transfer in the east can be used to promote urbanization in the central and western regions. In recent years, the eastern region is faced with such problems as increasing environmental pressure and rapidly rising factor costs. It is necessary to speed up the economic transformation and upgrade, while the urban system in the central and western regions is relatively sound. On the basis of protecting the environment, the beneficial eastern industries can be transferred to the central and western regions, so a good connection between the east and the central and western regions in different industries will certainly contribute to the coordinated development of urbanization among different regions. The purpose of this paper is to study how the industrial transfer promotes the economic mechanism of urbanization and puts forward relevant policy suggestions. Firstly, based on the unbalanced development of inter-regional urbanization, this paper proposes the idea of using industrial transfer to promote urbanization, and then collates the research documents of industrial transfer and urbanization, and clarifies the relationship between the two. This paper theoretically constructs the theoretical framework of industrial transfer to promote urbanization, and thinks that after the industry transferred from developed regions into backward areas, the essential structure and institutional arrangement of the place of undertaking should be changed, thus improving the industrial structure and employment structure. Drive economic development and raise income level, promote urbanization finally. Secondly, according to the theoretical analysis framework of industry transfer promoting urbanization, this paper collects the data of interprovincial panel from 1993 to 2012, and uses the panel data model to analyze the factor flow in the process of industrial transfer. The influence of industrial structure change and income level on urbanization level, the conclusion is that the flow of labor, capital, technology and other factors have no direct influence on urbanization, and their coefficients are small and not significant. The industrial structure and income level have a significant positive effect on urbanization, its coefficient is relatively large and significant, and it has a direct impact on urbanization, which is consistent with the theoretical analysis of industrial transfer to promote urbanization. In order to explain the actual impact of industrial transfer on urbanization in detail, this paper analyzes the successful experience of using industrial transfer to promote urbanization in eastern China and the pilot cases of undertaking industrial transfer to promote urbanization in the urban belt of Anhui River. To verify whether the actual situation is consistent with the theoretical analysis, to extract the development experience of industrial transfer to promote urbanization; finally, according to the theoretical and empirical analysis results, put forward the relevant policy recommendations to promote urbanization by industrial transfer.
