山东省战略性新兴产业发展的金融支持效率研究

【摘要】：自我国提出全力推进战略性新兴产业布局之后,山东省紧随国家产业调整步伐,积极推动本省转型升级工作,改善过去传统工业带来的负面效应,促进本省战略性新兴产业发展。2012年山东省审议通过《山东省战略性新兴产业"十二五"规划》,规划中指出将"四新一海一高"作为山东省产业发展重点。经过一阶段的战略扶持工作,山东省战略性新兴产业演进效应已初步显现,进入加大改革力度、加速发展进程的新时期,但是在此之前我们需要对前一时期的改革转型成效进行验证。其中金融支持作为产业发展的重要支撑,是产业演化进程中的基础,通过对其进行的效率测评,将有助于下一步政策确立,为促进战略性新兴产业未来更好的发展提供理论依据。本文首先针对战略性新兴产业金融支持效率的有关理论进行梳理,包含金融发展理论、交互式金融支持理论、产业生命周期理论和效率理论,为研究提供强有力理论基础;其次运用对比方法阐述了山东省战略性新兴产业的发展概况,包含从各自产业角度出发的产业现状描述、从财务状况角度出发的产业现状对比分析、从多元资本层次角度出发的金融支持情况描述,发现山东省战略性新兴产业在金融支持的力度和广度上有待提升;再次运用实证检验方式对山东省战略性新兴产业进行对比效率测评,包含效率值测评、效率变化测评、效率环境影响因素测评三个方面,并改变过去黑箱研究战略性新兴产业金融支持效率问题,结合DEA两阶段方法在投入、产出指标基础上构造中间指标,其中投入指标主要包括长期借款、股权融资和债券融资、政府补助,中间指标主要包括无形资产、固定资产、劳动力,产出指标主要包括净资产收益率,主营业务增长率,通过对比的实证检验方式发现山东省战略性新兴产业现行金融支持效率有待提高;最后从构造多元化金融支持体系和改善企业管理方式两个角度出发,对优化山东省战略性新兴产业金融支持效率提出建议,打造山东省多层次资本市场,重点优化企业内部人才稀缺、技术创新不足和管理不规范等问题,为山东省战略性新兴产业发展保驾护航。
[Abstract]:Since our country put forward to push forward the layout of strategic emerging industries, Shandong Province has followed the pace of national industrial adjustment, actively promoted the transformation and upgrading of the province, and improved the negative effects brought about by traditional industries in the past. In 2012, Shandong Province examined and approved the "Twelfth Five-Year Plan" for Strategic emerging Industries in Shandong Province, in which it was pointed out that "four new, one sea, one high" would be the focus of Shandong's industrial development. After a period of strategic support, the evolution effect of strategic emerging industries in Shandong Province has been preliminarily revealed, and it has entered a new period of intensified reform and accelerated development. But before that, we need to verify the effectiveness of the previous period of reform and transformation. Financial support, as an important support for industrial development, is the basis of the industrial evolution process. The evaluation of its efficiency will contribute to the establishment of the next policy. To promote the development of strategic emerging industries in the future to provide a theoretical basis. Firstly, this paper combs the relevant theories of financial support efficiency of strategic emerging industries, including financial development theory, interactive financial support theory, industry life cycle theory and efficiency theory, which provides a strong theoretical basis for the research. Secondly, the development of strategic emerging industries in Shandong Province is described with comparative method, including the description of industrial status from the perspective of their respective industries, and the comparative analysis of industrial status from the perspective of financial situation. The description of financial support from the perspective of multiple capital levels reveals that the strength and breadth of the financial support of strategic emerging industries in Shandong Province need to be improved. Thirdly, the comparative efficiency of strategic emerging industries in Shandong Province is evaluated by empirical test method, which includes efficiency evaluation, efficiency change evaluation, efficiency environmental impact factor evaluation and so on. And changes the past black box research strategic emerging industry financial support efficiency question, unifies the DEA two-stage method in the input, the output index foundation constructs the intermediate index, in which the input index mainly includes the long-term loan, the equity financing and the bond financing. Government subsidies, intermediate indicators mainly include intangible assets, fixed assets, labor force, and output indicators mainly include the rate of return on net assets, the growth rate of main business, Through comparative empirical test, we find that the current financial support efficiency of strategic emerging industries in Shandong needs to be improved. Finally, from two angles of constructing diversified financial support system and improving enterprise management, To optimize the financial support efficiency of strategic emerging industries in Shandong Province, to build a multi-level capital market in Shandong Province, and to focus on optimizing the problems of talent scarcity, inadequate technological innovation and non-standard management in enterprises, etc. For Shandong Province strategic emerging industries development escort.
