区域战略性新兴产业竞争力评价研究

【摘要】：当前，我国面临着经济增速放缓、劳动力供给总量下降及传统产业产能过剩等众多不利因素，正处于深化改革、调整经济结构的攻坚时期。我国经济发展进入了由高速转中高速、依靠要素增长变技术推动和集约型发展、重数量变重质量、传统过剩向新兴拓展的新常态。而国外众多发达国家通过部署一系列的战略性新兴产业发展规划，成功在新一轮的工业革命和经济改革中抢占了先机。无论在质量、效益、能耗，还是动力和活力上，战略性新兴产业都有着传统行业不可比拟的优点。加速培育战略性新兴产业，激发内生动力，培育经济上新的引擎，是我国经济走向转型、实现跨越式发展的重大机遇。研究影响战略性新兴产业竞争力的因素，进行分析评价，谋划科学合理的产业发展路径，对于全面提高资源配置效率、优化产业布局、成就新的经济发展动力，具有非常重要的理论与现实意义。本论文以长春市六大战略性新兴产业为研究对象，对其发展现状和竞争力进行了调查分析与评价。通过国内外文献的阅读，对战略性新兴产业的内涵、特征与产业竞争力的研究现状进行了一定的了解，确立了本文研究的理论基础。根据战略性新兴产业的特点，归纳出影响区域战略性新兴产业竞争力的五项因素，包括产业基础条件、需求及潜力、技术创新、政府作用和产业组织结构。然后构建了区域战略性新兴产业竞争力的评价模型和包含15项指标的评价指标体系。通过数据调研、统计和处理，采用层次分析方法，对长春市六大战略性新兴产业进行了实证分析，得出六大产业的竞争力排名及各产业的优劣势对比。在评价结果的基础上，提出了提升长春市战略性新兴产业竞争力的对策和建议，，包括分层推进、加快提升自主创新能力、完善产业扶持政策等。最后，对本文研究的不足进行了总结，并提出了初步的展望。本论文的研究目的，旨在通过分析和评价长春市战略性新兴产业竞争力的构成要素和大小，深入了解长春市六大产业的发展现状和发展特点，为政策制定者谋划产业发展方向提供支持。同时，通过本研究，可以帮助企业管理者更清晰地认识到自身发展的优势和瓶颈，有利于企业制定正确的发展战略和规划。本文的创新点在于：（1）研究视角新颖。本文从产业竞争力的角度对战略性新兴产业进行研究，并采用定量分析的方法对六大产业的竞争力进行评价和排序，可以弥补相关研究领域的空白；（2）研究对象新颖。以往对战略性新兴产业的研究主要停留在国家和省级层面上，对于单独某个城市的竞争力评价研究非常少，而针对长春市的研究更是没有。本文对长春市六大战略性新兴产业开展研究，能够为管理者培育战略性新兴产业提供理论依据；（3）评价指标体系创新。本文并没有采用一般产业竞争力的评价体系，而是针对战略性新兴产业的特点设计了全新的评价模型。同时，在指标的设计上涵盖了结果和原因两个层面，以及趋势性指标，以期使得评价结果更加全面、更加精确。
[Abstract]:At present, China is facing many unfavorable factors, such as the slowdown of economic growth, the decrease of the total labor supply and the excess capacity of the traditional industry. It is in the period of deepening the reform and adjusting the economic structure. Many developed countries have succeeded in the new round of industrial revolution and economic reform by deploying a series of strategic and emerging industrial development plans abroad. No matter in quality, benefit, energy consumption, power and vitality, the emerging industries of strategic importance are incomparable in the traditional industries. To accelerate the cultivation of strategic emerging industries, stimulate endogenous impetus and cultivate a new engine of economy, is a major opportunity for China's economy to transform and achieve leapfrog development. It studies the factors affecting the competitiveness of strategic emerging industries, carries out analysis and evaluation, plans scientific and rational industrial development path, and improves the allocation of resources in an all-round way. Efficiency, optimization of industrial layout and achievement of new driving force for economic development are of great theoretical and practical significance.
Taking the six major strategic emerging industries in Changchun as the research object, this paper makes a survey and evaluation on its development status and competitiveness. Through the reading of domestic and foreign literature, we have made a certain understanding of the research status of the connotation, characteristics and industrial competitiveness of strategic emerging industries, and established the theoretical basis of this study. The characteristics of strategic emerging industries have summed up five factors affecting the competitiveness of regional strategic emerging industries, including industrial basic conditions, demand and potential, technological innovation, government role and industrial organization structure. Then, the evaluation model of regional strategic emerging industry competitiveness and the evaluation index system containing 15 indicators are constructed. Through the data investigation, statistics and processing, the analytic hierarchy process is used to make an empirical analysis on the six major strategic emerging industries in Changchun. The competitiveness ranking of the six major industries and the advantages and disadvantages of each industry are compared. On the basis of the evaluation results, the countermeasures and suggestions are put forward to improve the competitiveness of the strategic emerging industries in Changchun, including the stratification. At last, we summarize the deficiencies of this study and put forward a preliminary outlook.
The purpose of this study is to analyze and evaluate the elements and sizes of the competitiveness of the strategic emerging industries in Changchun, to understand the development status and characteristics of the six major industries in Changchun, and to provide support for the policy makers to plan the direction of industrial development. Recognizing the advantages and bottlenecks of its own development, it is beneficial for enterprises to formulate correct development strategies and plans. The innovation points of this article are: (1) the research perspective is novel. This paper studies the strategic emerging industries from the perspective of industrial competitiveness and uses quantitative analysis to evaluate and sort the competitiveness of the six industries. The research field is blank; (2) the research object is novel. The previous research on the strategic emerging industries is mainly on the national and provincial level, and the research on the competitiveness of a single city is very few, but the research for the city of Changchun is not. This paper studies the six strategic emerging industries in Changchun, which can be used as a study Managers provide theoretical basis for developing strategic emerging industries; (3) innovation of evaluation index system. This paper does not adopt the evaluation system of general industrial competitiveness, but designs a new evaluation model for the characteristics of strategic emerging industries. At the same time, the design of the index has covered two levels of results and reasons, as well as trend index. In order to make the evaluation results more comprehensive and accurate.
