新平县域旅游产业融合发展政策研究

【摘要】：旅游是综合性产业,具有传播文明、交流文化、增加就业、扩大开放、统筹城乡发展、优化产业结构等作用,是推动经济增长的引擎。旅游业在进行要素融合的同时,与农业、工业、第三产业其他行业融合发展形成了当下最热的乡村旅游、庄园旅游、生物制酒参观、手工艺品制作参观、矿场遗址参观、民族歌舞表演等新业态,丰富了产品类型,完善了旅游功能。旅游产业融合促进了旅游产业发展,是开发旅游产品、统筹城乡发展、优化产业结构的重要手段。新平县是旅游资源大县,旅游产业发展处于初级阶段,体验性、参与性旅游产品较少,旅游业与一、二、三产业的融合深度不够、产品较少,旅游业增加值占全县GDP的比重在1.3—4.2%间,距离占支柱产业5%和战略性支柱8%的要求尚有相当大的差距。如何促进旅游产业融合发展,促进旅游产业结构优化升级,实现从旅游资源大县到旅游经济强县的转变和产业结构优化是本文的研究目的。本文对旅游产业融合研究是从政府切入,探索政府作用、影响因素、完善旅游产业融合模式,将为今后政府旅游产业融合实践提供理论支撑。本文通过对近几年国内外旅游产业融合发展著作、论文、期刊的研究,确定了本文的研究方向；在分析旅游产业融合理论、系统理论非均衡发展理论、产业结构演变理论基础上,探讨了旅游产业融合中政府所发挥的作用、影响因子、完善了旅游产业融合发展模式；运用SWOT分析法分析新平县融合发展现状,结合影响因子,分析出新平县融合存在的问题及原因；在旅游产业融合发展模式指导下,针对性提出新平县旅游产业发展对策。
[Abstract]:Tourism is a comprehensive industry, which has the functions of spreading civilization, exchanging culture, increasing employment, expanding opening up, coordinating urban and rural development, optimizing industrial structure and so on. It is the engine to promote economic growth. At the same time, the integration of tourism elements with agriculture, industry, and other industries in the tertiary industry has resulted in the hottest rural tourism, manor tourism, bio-wine tours, handicraft production visits, mining site sites visits, and so on. National song and dance performance and other new formats, enriched the types of products, improve the tourism function. The integration of tourism industry promotes the development of tourism industry, and is an important means to develop tourism products, coordinate urban and rural development and optimize industrial structure. Xinping County is a big county with tourism resources. The development of the tourism industry is at an initial stage. There are fewer experiential and participatory tourism products. The integration of tourism with the first, second, and third industries is not deep enough, and there are fewer products. The proportion of the added value of tourism to the county's GDP is between 1.3% and 4.2%, which is far from the requirement of 5% of the pillar industry and 8% of the strategic pillar. The purpose of this paper is to promote the integration and development of tourism industry, to promote the optimization and upgrading of tourism industry structure, to realize the transformation from a large county with tourism resources to a strong county with tourism economy, and to optimize its industrial structure. In this paper, the research on tourism industry convergence is from the government, explore the role of government, influence factors, improve the tourism industry integration model, which will provide theoretical support for the future government tourism industry convergence practice. Through the research of domestic and foreign tourism industry convergence development works, papers and periodicals in recent years, this paper determines the research direction of this paper, analyzes the tourism industry convergence theory, the system theory of unbalanced development theory, On the basis of the theory of industrial structure evolution, this paper discusses the role of the government in tourism industry convergence, the influence factors, and consummates the development model of tourism industry integration, and analyzes the current situation of the integration development of Xinping County by using SWOT analysis method, combining with the influence factors. This paper analyzes the problems and causes of Xinping County's integration, and under the guidance of tourism industry integration development model, puts forward the countermeasures of Xinping county's tourism industry development.
