我国养老服务产业发展的制度系统优化研究

【摘要】：人口老龄化的加速发展引发了人们对养老服务的巨大需求,家庭规模的逐渐小型化又弱化了传统家庭养老功能,导致社会对专业化养老机构和社区服务的需求与日俱增,推动着养老服务产业发展,进而也就需要一系列的制度创新以促进各种要素资源在产业内部集聚。那么,养老服务产业需要一个什么样的制度系统支持其发展?当前的制度系统存在哪些缺陷与不足?养老服务产业制度系统如何进行优化?本文就这些问题展开研究和回答。本文采用理论分析、制度分析、系统论等研究方法,按照“制度系统构建——制度变迁——制度缺陷——制度优化”的研究思路,从理论与现实两个层面对优化我国养老服务产业发展制度系统进行探讨,得到如下主要结论:(1)养老服务产业制度系统分为正式制度系统与非正式制度系统,其中正式制度系统包括了要素培育制度子系统、企业制度子系统和政府管理制度子系统。(2)要素培育制度是养老服务产业发展的核心制度,与养老服务产业发展的耦合与适应程度会直接影响到养老服务产业的发展速度与质量。(3)企业制度是养老服务产业发展的微观基础,未来,组织形式将朝着扁平化、网络化等方向发展。(4)政府管理制度是养老服务产业发展的重要支撑,起到引导、激励、服务和规范的作用,从而有效促进养老服务产业的发展。
[Abstract]:The rapid development of population aging triggered a huge demand for pension services, and the gradual miniaturization of family size weakened the traditional family pension function, leading to the increasing demand for specialized pension institutions and community services. In order to promote the development of pension service industry, a series of institutional innovations are needed to promote the agglomeration of various factor resources within the industry. So what kind of system is needed to support the development of old-age service industry? What are the defects and shortcomings of the current system? How to optimize the system of old-age service industry? This paper studies and answers these questions. In this paper, theoretical analysis, institutional analysis, system theory and other research methods are adopted, according to the research ideas of "system construction-institutional vicissitude-institutional defect-institutional optimization". The main conclusions are as follows: (1) the system of old-age service industry is divided into formal system and informal system. Among them, the formal institutional system includes the element cultivation system subsystem, the enterprise system subsystem and the government management system subsystem. (2) the element cultivation system is the core system for the development of the pension service industry. The coupling and adaptability with the development of the old-age service industry will directly affect the speed and quality of the development of the old-age service industry. (3) the enterprise system is the micro basis of the development of the old-age service industry, and in the future, the organizational form will be flat. (4) the government management system is an important support for the development of the old-age service industry, which plays the role of guidance, encouragement, service and standardization, thus effectively promoting the development of the old-age service industry.
