基于绿色生态循环经济理论的青岛楼山河循环产业园区规划研究

【摘要】：世界经济发展规律与西方主要发达国家的经济发展历程表明,绿色循环产业将是未来产业发展的主要方向。当前,我国的传统产业带来了诸多负面的环境影响,如全国范围内的城市雾霾天气即其具体体现之一。我国产业发展的形势严峻,产业转型已经成为但前的迫切需求且已进入到关键时期。绿色循环理论以对环境生态无害、资源的循环利用为基础,将生态环境、资源开发利用与经济发展理论有机结合,探索经济、生态的健康可持续发展,强调废弃物质的资源化、减量化、无害化循环利用,是一种以资源的循环使用、避免废弃物产生、实现零排放为特点的经济发展新模式,将生态环境保护置于优先考虑地位,但并不影响经济的发展,以环境友好的方式利用经济资源和环境资源,实现经济发展和生态环境保护的双赢。目前,虽然国内“绿色循环经济理论”相关领域的研究已经较为普遍,但切实应用相关理论,科学、超前地制定绿色循环产业园规划并按规划推行实施,真正实现完全绿色循环的案例相对较少。本课题即以青岛楼山河循环产业园的规划编制为基础,对生态循环经济理论进行了梳理,着重研究了楼山河规划的编制情况,浅析阐明了此类循环产业园区的未来发展方向并给出相应的意见与建议。⑴“循环经济理论”提出时间相对较晚,但发展迅速,本文简要梳理了循环经济理论的发展历程,并对西方各经济发达国家的实际案例进行了探讨;⑵着重调研了青岛市区废弃物产生、收运、处理现状情况,提供一手资料;⑶以楼山河循环产业园规划为着力点,重点研究了园区基础条件、规划编制理念及用地布局;⑷根据产业园规划编制及运行情况,提出了相关意见建议。
[Abstract]:The law of world economic development and the course of economic development of western developed countries show that green circular industry will be the main direction of industry development in the future. At present, China's traditional industry has brought many negative environmental impacts, such as the nationwide urban haze weather is one of its concrete embodiment. The situation of industrial development in our country is severe, and industrial transformation has become an urgent need before and has entered a critical period. The theory of green cycle is based on the theory of harmless to the environment and recycling of resources, organically combines the theory of ecological environment, exploitation and utilization of resources with the theory of economic development, explores the healthy and sustainable development of economy and ecology, and emphasizes the utilization of waste materials. Minimization and harmless recycling is a new mode of economic development characterized by recycling of resources, avoiding waste generation, and achieving zero emissions. It gives priority to the protection of the ecological environment, but does not affect the development of the economy. Using economic resources and environmental resources in an environmentally friendly way to achieve a win-win situation between economic development and ecological environment protection. At present, although the research on the related fields of "Green Circular economy Theory" in China has been relatively common, the relevant theories are applied in practice, and the planning of green circular industrial park is formulated scientifically and carried out according to the plan. There are relatively few cases of true implementation of a complete green loop. Based on the planning and compilation of Qingdao Lou Shan River Recycling Industrial Park, this paper combs the theory of ecological circular economy, and emphatically studies the compilation of Lou Shan River planning. This paper expounds the future development direction of this kind of circular industrial park, and gives the corresponding opinions and suggestions .1 the theory of circular economy is put forward relatively late, but it develops rapidly. This paper briefly combs the development course of the theory of circular economy. The actual cases of the developed countries in the west are discussed in this paper. The waste generation, collection and transportation in the urban area of Qingdao are emphatically investigated, and the present situation of handling the waste is discussed. The primary data are provided by the planning of the Looshan River Recycling Industrial Park. This paper mainly studies the basic conditions of the park, the concept of planning and the layout of land. 4. According to the planning and operation of the industrial park, the paper puts forward some suggestions.
