山西省农业产业集聚研究

【摘要】：农业产业集聚是指同一农业产业领域的农产品生产基地和关联机构与农产品加工企业由于具有共性或互补性而集中在一起,形成一个有机集聚群。2015年一号文件关注点仍然为农业,标题为《关于加大改革创新力度加快农业现代化建设的若干意见》,连续12年聚焦“三农”,把“围绕建设现代农业,加快转变农业发展方式”放在了首位。新常态下要实现农业农村新发展,农业产业集聚是一个既能实现土地、人才、资金合理利用,又能实现农业产业化、规模化、集约化、现代化的双赢选择。山西省农业产业集聚起步晚,大多数集聚区处于产业集聚的起始阶段,体系不够完整,产业链条、产品优势不明显,产业集聚效果并充分全发挥。进入2000年后,经过十几年的发展,山西省目前已初步形成一些农业产业集聚区,而且具备了一定的规模。本文首先对农业产业集聚的概念进行了界定,通过分析山西省几种主要的农产品的集聚度、区位商、集中系数,并结合雁北地区荞麦产品的集聚情况,探讨山西省农业产业的集聚情况,并进行了基础、主体、市场这三个主要影响因素的分析,最后给出了相对应的对策建议。
[Abstract]:Agglomeration of agricultural industries refers to the agglomeration of agricultural production bases and related institutions and agri-processing enterprises in the same field of agricultural industries because of their commonalities or complementarities. The first document of 2015 still focuses on agriculture, entitled "opinions on strengthening Reform and Innovation and speeding up the Construction of Agricultural Modernization." for 12 consecutive years, it focuses on "agriculture, rural areas and farmers" and focuses on "building modern agriculture," Speeding up the transformation of agricultural development mode "put the first place." In order to realize the new development of agricultural countryside under the new normal condition, agglomeration of agricultural industry is a win-win choice which can not only realize the rational use of land, talents and funds, but also realize the industrialization, scale, intensification and modernization of agriculture. The agglomeration of agricultural industry in Shanxi Province starts late, most of the agglomeration areas are in the initial stage of industrial agglomeration, the system is not complete, the industrial chain and product advantages are not obvious, and the effect of industrial agglomeration is brought into full play. After entering 2000, after more than ten years' development, Shanxi Province has formed some agglomeration areas of agricultural industry, and has a certain scale. Firstly, this paper defines the concept of agglomeration of agricultural industry, analyzes the concentration degree, location quotient, concentration coefficient of several main kinds of agricultural products in Shanxi Province, and combines the agglomeration of buckwheat products in Yanbei area. This paper discusses the agglomeration of agricultural industry in Shanxi Province, and analyzes the three main influencing factors, namely, the basis, the main body and the market. Finally, the corresponding countermeasures and suggestions are given.
