安徽省战略性新兴产业人才供求现状与开发机制研究

【摘要】:当前,在全球经济疲软的大背景下,各国积极发掘未来经济发展的新增长点,以期打破经济僵局,实现产业优化升级。美、日、韩等发达国家均相继提出在未来经济发展格局中重点开展的战略性新兴产业布局结构,在我国来看,2010年国务院正式发布了《关于加快培育和发展战略性新兴产业的决定》,以战略性新兴产业为重点的区域竞争掀开帷幕。如何在全球化经济发展的浪潮中寻得机会、把握机遇,是安徽省战略性新兴产业持续发展与优化转型亟需解决的重要问题。经过多年建设累积,安徽省已正式进入科学发展、全面转型的崭新阶段,战略性新兴产业的兴盛也取得了可喜的成绩,产业的发展对于人才的总量与结构都有了更深层次的需求。同时,特别值得注意的是,产业的竞争归根结底就是人才的较量与竞争,人才是保障战略性新兴产业健康快速发展的第一资源,是推进社会经济结构转型的关键性要素。因此,在战略性新兴产业人才争夺战中要想夺得竞争优势,在人才开发过程中创新开发模式是科技强省、人才强省赋予安徽省的重大任务。纵观国内外对于战略性新兴产业人才及其开发机制的研究甚少,如何认清战略性新兴产业人才目前的供求现状,理顺人才开发过程中存在的问题,分析问题产生的影响原因,构筑与实施人才开发机制对于区域产业转型、经济发展至关重要。因此,本文依据战略性新兴产业人才供需现状及开发机制的研究主题,基于国内外学者关于战略性新兴产业、战略性新兴产业人才及人才开发理论的研究成果,通过会议访谈和问卷调查的方式,以安徽省为案例省份,重点调研了安徽省16个市战略性新兴产业人才的总量与结构现状、近期的人才需求总量与结构状况以及需求的深层内涵。同时,基于数据统计结果,诊断了安徽省战略性新兴产业人才开发过程中的主要问题,具体包括人才短缺问题、人才流失问题、人才引进问题、人才培养问题、人才激励问题,并深入分析了问题产生的包括传统人才观念、区域环境与发展水平、政府政策投入、企业人才开发机制等在内的外在与内在因素。最后,在相关研究成果基础上,设计安徽省战略性新兴产业人才开发机制,确立人才开发目标与原则,建立以政府为整合体,企业为开发主体、高校及科研院所为培养供给者、人才市场与中介机构为开发基础的人才开发体系框架,并提出从人才开发观念、人才引进机制、人才培养机制、人才激励机制四大方面的具体对策建议。通过战略性新兴产业人才开发模式的创新,为安徽省新兴产业的健康发展与升级转型提供了智力支持和人才保障。
[Abstract]:At present, under the background of global economic weakness, all countries actively explore new growth points of economic development in the future, in order to break the economic deadlock and realize industrial optimization and upgrading. The United States, Japan, South Korea and other developed countries have successively proposed the strategic emerging industrial layout structure that will be focused on in the future economic development pattern. In our country, in 2010, the State Council officially issued the "decision on speeding up the cultivation and Development of Strategic emerging Industries", which opened the curtain of regional competition focusing on strategic emerging industries. How to find opportunities and seize opportunities in the tide of global economic development is an important problem that needs to be solved for the sustainable development and optimal transformation of strategic emerging industries in Anhui Province. After years of construction and accumulation, Anhui Province has formally entered a new stage of scientific development and comprehensive transformation, and the prosperity of strategic emerging industries has also made gratifying achievements. The development of industry for the total amount of talent and structure have a deeper level of demand. At the same time, it is especially noteworthy that the competition of industry is, in the final analysis, the contest and competition of talents, which is the first resource to ensure the healthy and rapid development of strategic emerging industries, and the key factor to promote the transformation of social economic structure. Therefore, in order to win the competitive advantage in the battle for talents in strategic emerging industries, it is a great task for Anhui Province to innovate the development mode in the process of talent development. There are few researches on the talent of strategic emerging industry and its development mechanism at home and abroad. How to recognize the present situation of supply and demand of talents in strategic emerging industry, how to straighten out the problems existing in the process of talent development, and analyze the causes of the problems. It is very important to construct and implement talent development mechanism for regional industrial transformation and economic development. Therefore, according to the current situation of talent supply and demand in strategic emerging industry and the research theme of development mechanism, this paper bases on the research results of domestic and foreign scholars on strategic emerging industry, strategic emerging industry talent and talent development theory. Through the way of meeting interview and questionnaire survey, taking Anhui Province as a case province, this paper mainly investigates the total quantity and structure of the talents of strategic emerging industries in 16 cities of Anhui Province. In the near future, the total amount and structure of talent demand and the deep connotation of demand. At the same time, based on the results of data statistics, the paper diagnoses the main problems in the process of talent development in strategic emerging industries in Anhui Province, including the shortage of talents, the problem of brain drain, the problem of talent introduction, the problem of talent training, the problem of talent incentive. It also analyzes the external and internal factors, including the traditional talent concept, the regional environment and the level of development, the government policy input, the enterprise talent development mechanism and so on. Finally, on the basis of relevant research results, we design the talent development mechanism of strategic emerging industries in Anhui Province, establish the goals and principles of talent development, set up the government as the integrator, enterprises as the main body of development, colleges and research institutes as the providers of training. The framework of talent development system based on talent market and intermediary organization is put forward, and the concrete countermeasures and suggestions are put forward from four aspects: talent development concept, talent introduction mechanism, talent training mechanism and talent incentive mechanism. Through the innovation of talent development mode of strategic emerging industry, it provides intellectual support and talent guarantee for the healthy development and upgrading of Anhui new industry.
