建筑垃圾资源化产业发展模式探究及扶持建议

【摘要】：建筑垃圾资源化事业在我国已经开展多年,无论是技术、标准、法律、产品还是工程示范均已具备一定的基础。经研究发现,建筑垃圾资源化作为一项产业具有社会、生态和经济效益,在我国将资源化事业开展成为一项能够加入到国民经济组成的经济产业,其在技术、经济和政策等方面是可行的。然而,由于在产业发展过程中地方政府独立运作存在资金不足的情况,在技术和运营管理中也缺乏经验；而私营企业虽具备资金和技术,却对独立投资资源化项目的政策环境不予看好；为此,建议政府部门联手私营企业,通过PPP模式(Public Private Partnerships),即公私合作伙伴制,共同为资源化事业出资出力。私营企业在特许经营方式下有利于资源化事业的高效运行；政府则能从项目参与者的角度转变为监督者,并不断为项目的开展提供政策扶持。并在公私合营的过程中对风险进行预判、分类和防范,通过有效的分配机制将风险分配给项目参与的各方。建筑垃圾资源化事业还需要从国家到地方多个部门的协调,形成政策束的扶持；建议由国务院综合部门牵头,协调国务院相关机构,成立建筑垃圾再生建材利用委员会,研究出台我国《城市建筑垃圾资源化管理法》,制定行业发展五年规划,完善建筑垃圾再生建材质量标准体系,推动建筑垃圾资源化产业的健康发展。
[Abstract]:Construction waste recycling has been carried out in our country for many years, whether it is technology, standards, laws, products or engineering demonstration has a certain basis. Through the study, it is found that as an industry with social, ecological and economic benefits, construction waste recycling has been developed into an economic industry that can be incorporated into the national economy in our country. Economic and policy aspects are feasible. However, due to the lack of funds in the independent operation of local governments in the process of industrial development, there is also a lack of experience in technology and operation management; Although the private enterprise has the capital and the technology, it does not think highly of the policy environment of the independent investment resource project; Therefore, it is suggested that the government should join the private enterprises and contribute to the resource-based enterprise through the PPP mode (Public Private Partnerships), that is, the public-private partnership system. Private enterprises in the mode of franchise is conducive to the efficient operation of resource-based undertakings; the government can change from the perspective of project participants to supervisors, and continue to provide policy support for the development of projects. In the process of public-private joint venture, the risk is pre-estimated, classified and prevented, and the risk is allocated to the parties involved in the project through an effective allocation mechanism. The construction waste resource enterprise also needs the coordination from the country to the local many departments, forms the policy bundle support; It is suggested that the State Council should take the lead by the comprehensive departments, coordinate the relevant organs of the State Council, set up a committee on the utilization of building materials for recycling construction waste, study and issue China's "Law on Resource Management of Urban Construction waste", and formulate a five-year plan for the development of the industry. Improve the construction waste recycling building materials quality standard system to promote the healthy development of construction waste recycling industry.
