屈家岭开发区农产品加工产业集群化发展研究

【摘要】：近些年,经济全球化快速发展,以产业集群为主的新区域经济模式,在世界上越来越受到人们的广泛关注,我国是一个拥有13亿人口的发展中农业大国,“三农”问题仍然较为突出,这也成为了制约我国经济发展的主要瓶颈。发展农产品加工业是解决我国农业、农村、农民问题的有效途径,将农业与工业有机结合起来,并展现出其独具特色的强大竞争优势,缓解了我国紧张的“三农”问题,促进了我国农村区域经济的快速发展。如何发展农产品加工产业集群、如何引导形成、如何促进壮大、如何增强可持续发展等问题,成为研究我国农业快速发展的重要课题。本文在国内外产业集群理论研究成果基础上,以屈家岭开发区农产品加工产业集群为研究对象,以集群发展现状与年鉴数据为依托,充分借鉴国内外农业产业集群典型成功案例的发展经验,采用规范与实证相结合的研究方法,对屈家岭开发区农产品加工产业集群的现状及发展中出现的问题进行深入剖析。分析结果表明:屈家岭开发区农产品加工产业集群是主要依托于资源禀赋形成与发展的,集群的基础设施建设与管理制度不完善、产业链延伸不足、产品科技含量不高、龙头企业带动乏力等问题较为突出。最后通过“钻石模型”六方面要素对屈家岭开发区农产品加工产业集群进行分析,进一步提出有利于屈家岭开发区农产品加工产业集群发展的政策建议:建设并完善产业环境;培育壮大龙头企业,树立特色“品牌”;合理规划延伸产业链条;加强科技创新投入,鼓励发展循环经济;健全组织机构与管理保障体系。
[Abstract]:In recent years, with the rapid development of economic globalization, the new regional economic model, which is dominated by industrial clusters, has attracted more and more attention in the world. China is a large developing agricultural country with a population of 1.3 billion. The problem of "agriculture, countryside and farmers" is still prominent, which has become the main bottleneck restricting the economic development of our country. The development of agricultural products processing industry is an effective way to solve the problems of agriculture, rural areas and farmers in our country. It combines agriculture with industry organically, and shows its unique and powerful competitive advantage, which alleviates the tense "three rural" problems in our country. To promote the rapid development of China's rural regional economy. How to develop the agricultural product processing industry cluster, how to guide the formation, how to promote the growth, how to strengthen the sustainable development and so on, has become an important subject to study the rapid development of agriculture in China. Based on the theoretical research results of industrial cluster at home and abroad, this paper takes the agricultural product processing industry cluster of Qujialing Development Zone as the research object, and relies on the status quo of cluster development and yearbook data. Based on the development experience of typical successful cases of agricultural industry cluster at home and abroad, this paper makes a thorough analysis of the present situation and problems in the development of agricultural product processing industry cluster in Qujialing Development Zone by adopting the research method of combining norm and demonstration. The results show that the agri-product processing industry cluster of Qujialing development zone is mainly based on the formation and development of resource endowment, the infrastructure construction and management system of the cluster is not perfect, the extension of industrial chain is insufficient, and the content of product science and technology is not high. Leading enterprises to drive fatigue and other problems are more prominent. Finally, the paper analyzes the agri-product processing industry cluster of Qujialing Development Zone through "Diamond Model" in six aspects, and further puts forward some policy suggestions for the development of agri-product processing industry cluster in Qujialing Development Zone: constructing and perfecting the industrial environment; Cultivate and strengthen leading enterprises, set up characteristic "brand", rationally plan and extend industrial chain, strengthen investment in science and technology innovation, encourage the development of circular economy, perfect organization and management guarantee system.
