产业精准扶贫:实践困境和深化路径——兼论产业精准扶贫的印江经验

【摘要】：产业扶贫因其有效性、安全性和益贫性,在开发式扶贫当中占据着重要地位。但是,精准扶贫时期的产业扶贫面临着"简化论"思维、精英俘获现象普遍等诸多实践困境。产业精准扶贫要遵循习近平总书记的"绣花式"精准扶贫思想,处理好治国理政方略与脱贫攻坚事业之间的关系、市场主义逻辑与社会道德逻辑之间的关系以及事本主义思维与区域协调发展之间的关系,实现精准扶贫时期产业扶贫的深化拓展,助推全面建成小康社会宏伟目标的实现。2013年以来,印江县创新性开展和推进产业扶贫,深化精准扶贫理念,先行先试,探索出"绣花式"产业扶贫的早期经验。这些经验既为"绣花式"精准扶贫思想提供了经验支持,也是产业精准扶贫深化与拓展的实践呈现。
[Abstract]:Industrial poverty alleviation plays an important role in development-oriented poverty alleviation because of its effectiveness, safety and poverty benefit. However, in the period of precision poverty alleviation, industrial poverty alleviation is faced with many practical difficulties, such as simplification thinking and the phenomenon of elitist capture. Industrial precision poverty alleviation should follow General Secretary Xi Jinping's "embroidered" precision poverty alleviation thinking, and properly handle the relationship between the strategy of governing the country and managing politics and the cause of fighting against poverty. The relationship between market logic and social moral logic, as well as the relationship between materialistic thinking and regional coordinated development, in order to realize the deepening and expansion of industrial poverty alleviation during the period of accurate poverty alleviation. Since 2013, Injiang County has innovatively developed and promoted industrial poverty alleviation, deepened the concept of precision poverty alleviation, first tried out the early experience of "embroidery" industry poverty alleviation. These experiences not only provide empirical support for the idea of "embroidery" precision poverty alleviation, but also present the practice of deepening and expanding the precision poverty alleviation in industry.
