体育产业政策效应研究

【摘要】：从新中国成立到现在体育发展的六十多年间,各级政府和有关部门下发了一系列政策促进体育向市场化方向转变,在福利型体育事业朝着多元化体育产业方向发展的路上,对于是否需要国家宏观调控干预体育产业市场,体育产业是否需要国家政策助推发展,体育产业政策实施效果如何的争议从来没有停止过,而核心问题就是缺少一个科学合理的评价体育产业政策效应的指标体系去评价体育产业政策实施效果和存废问题。本文以体育产业政策效应作为研究对象,以“公共政策学”和“绩效评价”作为研究理论基础,以体育产业政策发展实践评价模型构建与应用作为研究主线,以构建评价指标体系作为研究重点,以计算指标权重作为研究难点,以提供评价体育产业政策实施效果模型为目标。在对体育产业政策实践研究基础上,通过评价模型分析体育产业政策实践中存在的问题和不足,提出对策建议。采用文献资料法和归纳演绎法对体育产业政策文本按下发时间、制定主体、公文处理办法进行分类统计,并将体育产业政策的实践发展历程分为五个阶段;运用特尔斐法将定性指标进行定量化处理选取体育产业政策的评价指标,从政策制定的科学性、政策实施的有效性、政策目标达成、政策终止4个二级指标构建了体育产业政策效应的评价指标体系,并在此基础上运用层次分析法构建判断矩阵计算指标权重。以2010年国务院办公厅下发的国办发[2010]22号《关于加快发展体育产业的指导意见》政策作为个案应用评价模型进行实证分析。结果发现:(1)体育产业政策实践历程可分为孕育阶段、萌芽阶段、起步阶段、形成阶段、发展阶段。(2)在政策制定的科学性、政策实施的有效性、政策目标达成、政策终止4个二级指标的基础上选取了28项三级指标构建了体育产业政策效应评价模型。(3)应用模型对《关于加快发展体育产业的指导意见》(国办发[2010]22号)评价得出该项政策总体评价“好”,但仍有待加强。(4)案例分析政策实践过程中存在政策目标模糊、亟需配套政策完善融合、政策内容缺乏有效的执行、政策缺乏法律监控效力等问题。建议:(1)优化政策制定方案。(2)规范政策实施体系。(3)协同发展目标效益。(4)落实政策终止机制。
[Abstract]:In the more than 60 years since the founding of New China and the present development of sports, governments at all levels and relevant departments have issued a series of policies to promote the transformation of sports into a market-oriented one, and on the way to a diversified sports industry in the field of welfare sports. As to whether it is necessary for the state to intervene in the sports industry market by macroscopical regulation and control, whether the sports industry needs national policies to promote development, and whether the sports industry policy implementation effect has never stopped, The core problem is the lack of a scientific and reasonable evaluation of sports industry policy effect index system to evaluate the effect of sports industry policy implementation and retention. This article takes the sports industry policy effect as the research object, takes "the public policy science" and "the performance appraisal" as the research theory foundation, takes the sports industry policy development practice appraisal model construction and the application as the research main line. The focus of the study is to construct the evaluation index system, to calculate the index weight as the research difficulty, and to provide a model to evaluate the effect of sports industry policy implementation. On the basis of the research on the practice of sports industry policy, this paper analyzes the problems and shortcomings in the practice of sports industry policy through the evaluation model, and puts forward some countermeasures and suggestions. By using the method of literature and inductive deduction, the text of sports industry policy is divided into five stages according to the time of issue, the main body and the method of dealing with official documents, and the development course of the practice of sports industry policy is divided into five stages. By using Delphi method, the qualitative indicators are quantitatively processed and the evaluation indexes of sports industry policy are selected. The scientific nature of policy formulation, the effectiveness of policy implementation, and the achievement of policy objectives are discussed. The evaluation index system of the sports industry policy effect was constructed by four secondary indexes of policy termination, and the index weight was calculated by using the analytic hierarchy process (AHP). The policy of "guiding opinion on speeding up the Development of Sports Industry" issued by the State Council General Office [2010] 22 in 2010 was used as a case application evaluation model to carry out an empirical analysis. The results show that: (1) the process of sports industry policy practice can be divided into three stages: gestation stage, budding stage, starting stage, forming stage and developing stage. (2) the scientific nature of policy formulation, the effectiveness of policy implementation and the achievement of policy objectives. On the basis of 4 secondary indexes of policy termination, 28 third-level indexes were selected to construct the evaluation model of sports industry policy effect. (3) the model was applied to the guidance opinion on speeding up the Development of Sports Industry. (2010) 22) the evaluation concluded that the overall evaluation of the policy was "good", But it still needs to be strengthened. (4) there are some problems in the process of policy practice, such as the ambiguity of policy objectives, the urgent need for policy improvement and integration, the lack of effective implementation of policy content, and the lack of legal monitoring effectiveness. The suggestions are as follows: (1) to optimize the policy formulation scheme, (2) to standardize the policy implementation system, (3) to benefit from the cooperative development goals and (4) to implement the policy termination mechanism.
