中关村科技创新中心的产业发展研究

【摘要】:中关村建设科技创新中心是在新一轮科技革命和产业变革与我国加快转变经济发展方式形成历史性交汇的客观形势下,倒逼形成的国家级发展战略。在北京重新功能定位后,科技创新中心成为承担着经济建设的功能定位,中关村作为全国第一个国家自主创新示范区,将在此功能中发挥主导作用。中关村科技创新中心的产业发展情况在全球、全国、全市以及中关村自身建设中都占据重要地位,对其加以研究具有深远意义。笔者基于园区规模、发展时间、发展主导因素及其成功性等因素考虑,选取了美国硅谷和台湾新竹科技工业园这两个作为世界主要科技创新中心的典型代表,介绍其产业发展情况。硅谷经过60多年的发展,其产业发展经历了20世纪50-60年代军工电子,70-80年代半导体、计算机硬件,90年代互联网,到21世纪形成了计算机系统产业、半导体产业、软件产业和生物医药产业四大主导产业。台湾新竹科技工业园经过30多年的发展,形成了集成电路占据主导、光电和计算机产业位列二、三的产业格局。中关村经过20多年的发展建设,发展为“一区十六园”的格局,形成了下一代互联网、移动互联网和新一代移动通信、卫星应用、生物和健康、节能环保、轨道交通等六大优势产业集群,集成电路、新材料、高端装备与通用航空、新能源和新能源汽车等四大潜力产业集群,并不断出现引领未来产业发展方向的新型业态。笔者据此,分别从优势产业、潜力产业和未来趋势产业中选取典型代表产业深入分析,并根据中关村科技创新中心产业发展的优劣势分析结果和企业需求调查结果,从政府引导和服务产业发展角度提出建议,即:中关村科技创新中心的产业发展一要集中力量做精优势产业,二要发展壮大潜力产业,三要推进未来产业发展,三驾马车同时并进,政府需要在产业协同发展、政策扶持、创新环境、配套建设、人才培养等方面根据各行特点给予产业发展支持。
[Abstract]:The construction of scientific and technological innovation center in Zhongguancun is a state-level development strategy forced by the new round of scientific and technological revolution and industrial transformation and the historical intersection of the transformation of economic development mode in China. After the repositioning of Beijing's function, the Science and Technology Innovation Center has become the functional orientation of economic construction. As the first national independent innovation demonstration area in China, Zhongguancun will play a leading role in this function. The industrial development of Zhongguancun Science and Technology Innovation Center occupies an important position in the whole world, the whole country, the whole city and Zhongguancun's own construction, so it is of far-reaching significance to study the development of Zhongguancun Science and Technology Innovation Center. Considering the scale of the park, the time of development, the leading factors of development and its success, the author chooses Silicon Valley and Hsinchu Science and Technology Industrial Park in Taiwan as the typical representatives of the world's major scientific and technological innovation centers. This paper introduces the development of its industry. After more than 60 years of development, Silicon Valley has experienced the development of military electronics in the 1950s and 1960s, semiconductors in the 1970s, computer hardware in the 1970s and the Internet in the 1990s. In the 21st century, the computer systems industry and the semiconductor industry were formed. Software industry and biomedical industry four leading industries. After more than 30 years of development, Hsinchu Science and Technology Industrial Park in Taiwan has formed an industrial pattern in which integrated circuits dominate and the photoelectric and computer industries rank second and third. After more than 20 years of development and construction, Zhongguancun has developed into a pattern of "one district, sixteen parks," forming the next generation of Internet, mobile Internet and new generation mobile communications, satellite applications, biology and health, energy conservation and environmental protection. There are six dominant industrial clusters, such as rail transit, integrated circuit, new materials, high-end equipment and general aviation, new energy and new energy vehicles. According to this, the author selects the typical representative industry from the advantage industry, the potential industry and the future trend industry separately, and according to the Zhongguancun science and technology innovation center industry development superiority and inferior position analysis result and the enterprise demand investigation result, From the angle of government guidance and service industry development, the paper puts forward some suggestions, that is, the industrial development of Zhongguancun Science and Technology Innovation Center should concentrate on doing fine and superior industries, second, it should develop and expand potential industries, and third, it should promote the development of future industries. At the same time, the government needs to give industry development support according to the characteristics of industry, policy support, innovation environment, supporting construction, talent training and so on.
