文化与科技融合视角下文化产业评估与发展研究

【摘要】：进入21世纪后,科学技术高速发展,在科技创新的推动下人们的消费方式、生活习惯正在发生巨大的变化,科学技术对于促进经济繁荣和社会进步的影响力不容小觑。文化产业作为最有发展潜力的朝阳行业,离不开科技为其提供动力支持,利用科学技术为手段能打破传统的文化表现形式,丰富文化传播方式,从而打造新型文化产品。从2012年国家“十二五”文化改革发展规划纲要提出,促进“文科融合”推进文化科技创新以后,很多地区都开始结合自身发展优势,将科技融合进入文化产业发展中。以安徽省为例,政府也顺势出台了相关文化与科技融合政策文件,学者和企业界同样表示出高度的关注。我们认为首先应该分析文化与科技融合的内在机理,然后建立文化与科技融合趋势下的区域文化产业竞争力模型,以此为评判依据,才能较为客观地找到区域文化与科技融合的不足,发现文化产业发展突破口,从而提出发展对策,达到推动文化产业繁荣、健康发展的目的。本文首先运用了文献研究法,明确文化与科技融合的基本认识,梳理了国内外关于文化产业研究的文献。接着使用案例研究方法,从微观的角度深入研究了台湾霹雳布袋戏的发展现状与文科融合运作机理,总结出官产学协同发展与政府合理使用政策工具将有效推动文化与科技融合发展。然后基于波特的产业钻石模型理论与案例发现,构建了文化与科技融合视角下区域文化产业竞争力评价体系,从生产要素、需求条件、企业战略与竞争环境、相关支撑性产业、科技运用与创新能力和政府6个一级指标和16个二级指标评价文化产业竞争力,再利用层次分析法建立各层级要素比较矩阵,并逐一确定指标权重。最后以安徽省为例,得出安徽在实现文科融合发展中,生产要素与相关支撑性产业方面已具备相当优势,而科技运用与创新稍显不足的结论。综上,提出安徽省发展文化产业路径为(1)升级生产要素与载体。(2)大力培养文化与科技通用人才。(3)区域突破辐射周边。(4)营造官产学创新生态系统。(5)政府合理使用政策工具。以期为区域文化产业的融合发展提供评估依据与路径指导,带动学者在该领域深入研究。
[Abstract]:After entering the 21st century, with the rapid development of science and technology, people's consumption style and living habits are undergoing great changes under the impetus of scientific and technological innovation. The influence of science and technology on promoting economic prosperity and social progress cannot be underestimated. As the sunrise industry with the most potential for development, cultural industry can not be separated from science and technology to provide its power support. The use of science and technology as a means can break the traditional forms of cultural expression, enrich the way of cultural dissemination, and thus create a new type of cultural products. Since the outline of the 12th Five-Year Plan for Cultural Reform and Development proposed in 2012, after promoting the integration of liberal arts and promoting cultural scientific and technological innovation, many regions have begun to integrate science and technology into the development of cultural industry in combination with their own development advantages. Taking Anhui Province as an example, the government has also issued a policy document on the integration of culture and science and technology. Scholars and business circles have also expressed great concern. We think that we should first analyze the internal mechanism of the integration of culture and science and technology, and then establish a competitive model of regional culture industry under the trend of culture and science and technology integration, and take this as the basis of judging. In order to find the deficiency of the integration of regional culture and science and technology objectively and find a breakthrough in the development of cultural industry, the author puts forward the development countermeasures to promote the prosperity and healthy development of cultural industry. In this paper, the literature research method is first used to clarify the basic understanding of the integration of culture and science and technology, and to sort out the literature on cultural industry research at home and abroad. Then using the case study method, from the microscopic point of view, the paper deeply studies the development status of Taiwan thunderbolt puppet play and the operation mechanism of the fusion of liberal arts. It is concluded that the cooperative development of government industry and science and technology and the rational use of policy tools by the government will effectively promote the integration of culture and science and technology. Then, based on Porter's theory of industrial diamond model and case finding, this paper constructs the evaluation system of regional cultural industry competitiveness from the perspective of culture and science and technology fusion, from the factors of production, demand conditions, enterprise strategy and competitive environment, related supporting industries. The ability of science and technology application and innovation and the government's 6 primary and 16 secondary indexes are used to evaluate the competitiveness of cultural industry. Then the comparative matrix of factors of each level is established by AHP and the weight of each index is determined one by one. Finally, taking Anhui Province as an example, the author draws the conclusion that Anhui has quite advantages in the production factors and related supporting industries in realizing the development of the integration of liberal arts, while the use of science and technology and innovation are slightly inadequate. Above, The development path of cultural industry in Anhui Province is put forward as follows: (1) upgrading production factors and carriers, (2) vigorously cultivating general talents of culture and science and technology, (3) region breaking through the radiation periphery, (4) creating an ecological system of innovation of official production and science and learning. (v) rational use of policy instruments by the Government. In order to provide the evaluation basis and path guidance for the integration and development of regional cultural industry, and promote scholars in the field of in-depth research.
