淮安市文化产业发展中的政府行为研究

【摘要】：近年来,中央高度重视文化产业发展,提出了建设社会主义文化强国和推进社会主义文化强国建设的号召,强化文化领域建设在中国特色社会主义“五位一体”总体布局中的重要地位,我国面临着文化产业大繁荣大发展的战略机遇。在地方文化产业成长中,政府的影响力是独特而巨大的。所以,就文化建设中地方政府的作用以及行为的分析,能够在很大程度上为当地文化产业发展打下良好的基础,并充实其理论意义。淮安市政府根据文化产业的现实现状,制定了文化产业的长期发展计划,颁布了引导资金措施,提出了促进文化创意产业长期发展的对策和文化产业考核办法,有效促进了地方文化产业的发展。但是,淮安市在文化产业发展过程中的政府行为也存在一定的问题,在可持续发展理念、体制机制、资源利用、投融资渠道等方面都有明显不足,主要原因在于相关政府对于文化产业发展理念处于落后状态,在长期发展过程中对于政府与实际职能定位不够清晰。完善淮安市文化产业发展中的政府行为,必须加快地方文化产业改革步伐,制定促进文化产业发展战略,并增强产业引导和扶持、积蓄文化产业发展资源,健全文化产业发展体系,提高政府在文化产业发展过程中的积极作用。论文借助CNKI的数据库以及清华同方在内的诸多数据库、数据、期刊等资料检索搜集,整理相关文献资料。采用实践分析法,研究淮安市文化产业发展的目前状况,真正的掌握当下当地文化产业发展的实际情况。采用调查研究法,走访清河区、淮安区以实地调查的方式对其进行研究,通过与各县区宣传部负责文化产业的同志座谈,获取客观资料,为论文研究打下坚实的基础。
[Abstract]:In recent years, the central government has attached great importance to the development of the cultural industry and put forward the call to build a socialist cultural power and to promote the building of a socialist cultural powerhouse. Strengthening the construction of cultural field plays an important role in the overall layout of "five in one" of socialism with Chinese characteristics, and our country is faced with the strategic opportunity of great prosperity and great development of cultural industry. In the growth of local cultural industry, the influence of government is unique and great. Therefore, the analysis of the role and behavior of local government in cultural construction can lay a good foundation for the development of local cultural industry to a great extent and enrich its theoretical significance. According to the actual situation of the cultural industry, the Huai'an Municipal Government has formulated a long-term development plan for the cultural industry, promulgated the measures to guide the funds, and put forward the countermeasures to promote the long-term development of the cultural and creative industries and the assessment methods for the cultural industries. Effectively promote the development of local cultural industry. However, the government behavior of Huai'an City in the process of cultural industry development also has some problems, such as the concept of sustainable development, institutional mechanism, resource utilization, investment and financing channels, and so on. The main reason is that the related government is backward to the concept of cultural industry development, and the orientation of government and actual function is not clear enough in the long-term development process. To perfect the government behavior in the development of cultural industry in Huai'an City, we must speed up the reform of local cultural industry, formulate a strategy to promote the development of cultural industry, strengthen industrial guidance and support, and save resources for the development of cultural industry. Improve the system of cultural industry development and enhance the positive role of the government in the process of cultural industry development. With the help of the database of CNKI and many databases, data, periodicals and so on, this paper collects and arranges the relevant documents. This paper studies the current situation of the development of cultural industry in Huaian city by means of practical analysis, and truly grasps the actual situation of the development of local cultural industry at present. Using the method of investigation and research, visiting the Qinghe District, Huaian District carries on the research with the way of field investigation, through the discussion with the comrades in charge of the cultural industry of the propaganda department of each county and district, obtains the objective data, and lays a solid foundation for the research of the paper.
