产业视角下科技金融体系的构建与有序性评价研究

【摘要】：当前，科技金融凭借其在我国科技创新与金融两大体系中所发挥的重要作用，已作为一项重大的理论和实践课题受到学者的关注与研究。科技金融的发展一方面是我国实施自主创新战略，建设创新型国家，加快中华民族伟大复兴的重大举措；另一方面是我国转变经济增长方式，努力应对金融危机，推动经济可持续发展的必然选择。本文在吸取科技金融领域现有研究成果的基础上，以产业视角构建科技金融体系，分析科技金融产业的形成机理；同时，提出一种判别科技金融体系有序性运行方向的评价方法，进而结合有序性评价结果为科技金融体系的调节提供理论依据。因而，本文对我国科技金融体系构建与完善等方面的研究工作具有一定的指导和借鉴意义。本文首先理清科技金融参与要素及其功能定位，提出科技金融双螺旋结构，结合科技金融服务于科技产业发展的思想，突出科技金融与产业发展的相互融合，从而以一种全新的视角——产业视角来分析科技金融产业的形成机理，构建科技金融体系，并建立其运行机制；其次，在进行有序性评价之前需要构建有序性评价指标体系，通过收集评价指标并进行理论分析得到32个初选指标，再运用德尔菲法，结合信息熵原理从初选指标中筛选得出17个评价指标，从而最终确定有序性评价指标体系；然后，在明确有序性评价对象和目的的基础上，对科技金融体系熵及其有序性进行定义，构建科技金融体系有序性判别模型，并确定有序性评价的基本流程；最后，，基于上述的理论研究，结合辽宁省科技金融现状调查的数据，采用灰色关联分析法计算2001-2012年辽宁省科技金融体系的灰关联熵，从而描绘出辽宁省科技金融体系的熵变曲线图，通过分析有序性评价结果，揭示过去12年间辽宁省科技金融体系发展的有序性运行方向，为辽宁省科技金融体系的调整提供理论依据，并从产业视角有针对性地提出未来进一步完善科技金融体系运行的对策建议。
[Abstract]:At present, science and technology finance, with its important role in the two systems of science and technology innovation and finance, has been paid attention to and studied by scholars as an important theoretical and practical subject. On the one hand, the development of science and technology finance is an important measure to implement the strategy of independent innovation, to build an innovative country and to speed up the great rejuvenation of the Chinese nation. On the other hand, it is the inevitable choice to change the mode of economic growth, to deal with the financial crisis and to promote the sustainable development of economy. Based on the existing research results in the field of science and technology finance, this paper constructs the system of science and technology finance from the perspective of industry, and analyzes the formation mechanism of science and technology finance industry. At the same time, an evaluation method is put forward to judge the direction of the orderly operation of sci-tech financial system, which provides the theoretical basis for the regulation of sci-tech financial system combined with the evaluation result of orderliness. Therefore, this article has certain guidance and reference significance to our country science and technology finance system construction and the consummation and so on aspect research work. Firstly, this paper clarifies the participating elements of science and technology finance and its functional orientation, puts forward the double helix structure of science and technology finance, combines the idea of science and technology finance serving the development of science and technology industry, and emphasizes the mutual integration of science and technology finance and industry development. In order to analyze the formation mechanism of science and technology finance industry, construct the science and technology finance system, and establish its operation mechanism with a new visual angle-industry perspective; Secondly, it is necessary to construct the evaluation index system of orderliness before carrying on the orderly evaluation. Through collecting the evaluation index and making theoretical analysis, 32 primary indexes are obtained, and then the Delphi method is used. According to the principle of information entropy, 17 evaluation indexes are obtained from the primary selection index, and the evaluation index system of order is finally determined. Then, on the basis of defining the object and purpose of the evaluation, the entropy and its orderliness of S & T financial system are defined, the discriminant model of S & T financial system is constructed, and the basic process of the evaluation of S & T financial system is determined. Finally, based on the above theoretical research and the data from the investigation of the present situation of science and technology finance in Liaoning Province, the grey correlation entropy of the science and technology finance system of Liaoning Province from 2001 to 2012 is calculated by using the grey correlation analysis method. The entropy curve of Liaoning science and technology financial system is described. By analyzing the results of order evaluation, the orderly operation direction of Liaoning science and technology financial system is revealed in the past 12 years. This paper provides a theoretical basis for the adjustment of the sci-tech financial system in Liaoning Province, and puts forward the countermeasures and suggestions for further improving the operation of the sci-tech financial system in the future from the industrial perspective.
