基于国家层面的体育产业政策内容发展研究

【摘要】：体育产业是国民经济的重要组成部分,作为国民经济的新增长点已初见端倪,体育产业的健康快速发展有利于调整产业结构、发展第三产业、扩大内需、培育新的消费热点,在我国经济发展面临新常态,经济结构处于转型的关键时期,大力发展体育产业有利于助力经济平稳发展。本研究以1978—2015年国家党政机关正式对外公布的全国性体育产业政策为研究对象,通过文献资料法、专家访谈法、逻辑分析法,从时间段、关联度高低、宏观性和微观性三个维度对我国体育产业政策进行归类分析,并针对体育产业各子产业政策内容进行具体分析和研究,总结发展规律,探讨问题所在,提出合理建议,指明发展趋势。应该说体育产业的整体谋篇布局是科学合理的,从1993年开始就构建了体育产业发展的美好蓝图,其发展目标直到今天依然是政府所追求的,并且随着经济发展的变化、社会环境的变迁以及体育产业自身发展的政策需求,不断进行调整。但仍存在一定问题,主要表现为体育产业专门政策数量偏少,缺乏各子产业专项政策;体育产业宏观性政策与微观性政策的衔接度、配合度较低;体育产业整体发展规划目标对相关任务表述含糊,操作性和对照性不强;各子产业政策内容普遍存在不同程度的缺失、滞后、联动性差、执行力低等问题。从整体上看,政策内容设计应更加注重体育产业与国民经济和社会发展的结合,供给侧结构性改革,"互联网+"发展路径,区域协调,与相关产业的融合发展,联动发展策略,微观政策的落实,产业统计和标准化建设,以及激发市场活力,培育体育消费,创新调控方式,规范市场主体行为等。
[Abstract]:The sports industry is an important part of the national economy. As a new growth point of the national economy, the healthy and rapid development of the sports industry is conducive to readjusting the industrial structure, developing the tertiary industry, expanding domestic demand, and cultivating new consumption hot spots. In China, the economic development is facing a new normal, and the economic structure is in the critical period of transformation. Vigorously developing the sports industry is conducive to the steady development of the economy. This research takes the national sports industry policy officially published by the state party and government organs from 1978 to 2015 as the research object, through the method of literature, expert interview, logical analysis, from the time period, the correlation degree is high and low. This paper classifies and analyzes the sports industry policy of our country from three dimensions of macro and microcosmic, and makes concrete analysis and research on the content of each sub-industry policy of sports industry, summarizes the development law, probes into the problem, and puts forward some reasonable suggestions. Indicate the trend of development It should be said that the overall layout of the sports industry is scientific and reasonable. Since 1993, it has constructed a beautiful blueprint for the development of the sports industry. Its development goal is still pursued by the government today, and with the change of economic development, The social environment changes and the sports industry own development policy demand, carries on the adjustment unceasingly. However, there are still some problems, mainly reflected in the small number of sports industry special policies, the lack of special policies for each sub-industry, the degree of convergence and coordination between macro and micro policies of sports industry; The goal of the overall development planning of the sports industry is vague on the related tasks, and the operability and contrast are not strong; the contents of each sub-industry policy generally have some problems, such as lack of different degrees, lag, poor linkage, low executive power and so on. On the whole, the policy content design should pay more attention to the integration of sports industry with national economy and social development, supply-side structural reform, "Internet" development path, regional coordination, and integration and development with related industries. The strategy of linkage development, the implementation of micro policy, the construction of industry statistics and standardization, the stimulation of market vitality, the cultivation of sports consumption, the innovation of regulation and control, and the standardization of market main body behavior, etc.
