超大型生态循环经济产业项目综合评估研究

【摘要】：随着全社会对节能减排、节能环保的日益重视以及相关工作不断深入,为了实现清洁生产、保护生态环境,生态环境友好型循环经济生产正逐渐成为解决节能、资源高效利用、清洁生产和环保的重要手段。技术经济方面、投资风险角度、环境效益分析以及技术安全性是该论文研究的重点,从生产实际出发,对生产过程中出现的各种问题展开论述,根据超大型生态循环经济产业项目投资多、运行费用大、规模大、技术复杂、运行时间长等特点,本文研究建立了一套行之有效的超大型生态循环经济产业项目综合评估指标模型。以茅台生态循环经济产业园项目为例,结合经济学理论、管理学理论、投资理论等相关理论和相应的数学方法进行了合理评估、计算,为项目的相关决策起到了一定的参考作用。最后对茅台生态循环经济产业项目的实施风险进行分析,制定了相关安全技术措施,同时也为其他类似项目具有重要的借鉴意义。本文以预评估和风险评估的理论知识作为基础,通过实际情况以及超大型生态循环产业项目研究,结合现阶段常用的评估研究基本方法与国外先进的理论与技术,进行详尽的系统分析,归纳提炼出适合我国国情的综合评估研究理论与方法。通过对综合评估方法的研究,不仅加速了我国综合评估研究工作的发展,还为超大型生态循环产业项目提供参考依据。
[Abstract]:With the increasing attention of the whole society to energy saving and emission reduction, energy saving and environmental protection, and the deepening of related work, in order to realize cleaner production and protect the ecological environment, the production of ecological environment friendly circular economy is gradually becoming a solution to energy saving and efficient utilization of resources. An important means of cleaner production and environmental protection. In terms of technology and economy, investment risk, environmental benefit analysis and technical safety are the key points of this paper. Starting from the production practice, this paper discusses all kinds of problems in the production process. According to the characteristics of super-large ecological circular economy industry project, such as high investment, large operation cost, large scale, complex technology, long running time and so on, In this paper, a set of effective comprehensive evaluation index model of super-large ecological circular economy industry project is established. Taking Maotai ecological circular economy industrial park project as an example, combined with economic theory, management theory, investment theory and other related theories and corresponding mathematical methods, this paper makes a reasonable evaluation and calculation. It plays a certain reference role in the decision-making of the project. Finally, the implementation risk of Maotai ecological circular economy industry project is analyzed, and the relevant safety technical measures are worked out, which also has important reference significance for other similar projects. Based on the theoretical knowledge of pre-assessment and risk assessment, through the actual situation and the research of super-large ecological cycle industry projects, combined with the basic methods of evaluation and research commonly used at the present stage and the advanced theories and technologies of foreign countries, this paper is based on the theoretical knowledge of pre-assessment and risk assessment. Through detailed and systematic analysis, the comprehensive evaluation research theory and method suitable for the national conditions of our country are summarized and extracted. Through the study of the comprehensive evaluation method, it not only accelerates the development of the comprehensive evaluation research in China, but also provides a reference for the super-large ecological circular industry project.
