【摘要】:目前,住房公积金已成为工薪阶层购买商品房的主要资金来源,在房贷业务中,住房公积金贷款占比较高,成为房贷主要渠道,对我国房地产事业发展产生了十分积极的促进作用。过去几年来,使用公积金购房的人越来越多,这使得公积金贷款覆盖范围不断扩大,享受公积金贷款的职工人数也不断增加,其对社会经济效益增长产生了巨大的推动作用。这几年来,国内外发生了一系列经济危机以及金融波动,对国内房地产市场造成了巨大的影响,无形中加剧了国内住房需求。如果住房贷款需求增长超过公积金中心资金回收速度,则公积金中心就会出现资金周转紧张的问题,导致信贷资金不能满足贷款需求者,从而引发系统性金融风险。如果不对这个问题采取有效解决对策,则必然会对房贷市场长期发展产生影响。本文采用实证研究方法,对C市住房公积金贷款使用情况进行分析,总结和分析其面临的主要风险,分析风险背后的成因,提出有针对性的解决对策和建议,建立一套科学完善的住房公积金贷款风险预警体系,建立有效的贷款风险应急机制,以保证C市住房公积金管理系统正常运转,更好地满足广大工薪阶层住房贷款的需求,不断改善城镇职工住房条件,促进经济社会和谐发展。因此,本文研究对进一步完善C市住房公积金贷款风险管理机制,最大程度发挥住房公积金解决城镇职工住房问题的作用,促进C市社会和谐稳定发展具有十分积极的理论和现实意义。
[Abstract]:At present, the housing provident fund has become the main source of funds for the working class to buy commercial housing, in the housing loan business, housing provident fund loans account for a relatively high, become the main channel of housing loans. In the past few years, more and more people have used the provident fund to buy the house, which makes the scope of the accumulation fund loan continuously expand. The number of employees who enjoy provident fund loans has also been increasing, which has greatly promoted the growth of social and economic benefits. Over the past few years, a series of economic crises and financial fluctuations have taken place at home and abroad. It has a huge impact on the domestic real estate market, which invisibly intensifies the domestic housing demand. If the demand for housing loans grows faster than the fund recovery rate of the provident fund center. Then the provident fund center will have the problem of tight capital turnover, which will lead to the loan fund can not meet the demand for loans, and thus lead to systemic financial risk. If we do not take effective measures to solve this problem. This paper uses the empirical research method to analyze the use of housing provident fund loans in C City, summarizes and analyzes the main risks it faces. Analyze the causes behind the risk, put forward targeted countermeasures and suggestions, establish a set of scientific and perfect housing provident fund loan risk early warning system, establish an effective loan risk emergency mechanism. In order to ensure C City housing provident fund management system normal operation, better meet the needs of the working class housing loans, constantly improve the housing conditions of urban workers, promote the harmonious development of the economy and society. This paper studies on the further improvement of housing accumulation fund loan risk management mechanism in C City, to maximize the role of housing provident fund to solve housing problems of urban workers. It is of great theoretical and practical significance to promote the harmonious and stable development of C city.
