【摘要】：由中国首先倡议并发起设立的亚洲基础设施投资银行(以下简称为"亚投行")自成立之日起,便迅速在全球范围内刮起一股"亚投行热",不仅吸引了亚洲诸多国家纷纷加入,就连西方发达国家也接连响应。目前,创始成员国数量已经达到57个,涵括五大洲几乎所有主要国家。中国引导设立亚投行既有亚洲国家,尤其是亚洲新兴经济体经济发展亟需资金支持的原因,也有来自中国自身发展的需求。作为当今全球排名第二的经济体,中国正处于新的经济发展阶段,国民经济发展方式需要转型升级,过剩产能需要寻求出口,庞大的外汇储备也在搜寻更具回报和安全的投资渠道。考虑到这一背景,亚投行的设立可以说既能满足中国自身的利益需求,也符合亚洲区域经济发展的需要,同时也是中国承担自身大国责任的表现。当然,亚投行作为新设国际金融机构,其对现行金融机构及其主导下的世界金融体系也带来了挑战,尤其是对于美国的金融霸权形成了一定冲击。未来亚投行在业务运行中,会不断与其它金融机构展开合作或竞争,这个过程既是亚投行壮大自身实力的过程,也是亚投行加强自身话语权,推动现行世界金融体系变革的必然进程。可以预见,亚投行在世界经济发展中将愈发凸显其作用和影响力。尽管亚投行才成立不久,但是鉴于其影响力如此之大,国内学者对于相关主题的研究还是非常热情。研究角度涵括世界治理、人民币国际化、地缘政治、大国博弈等方方面面。国外学者也积极进行了相关研究,角度主要有各利益相关方对于亚投行成立的态度、亚投行投票权分配、亚投行是否会降低标准、对现有世界金融秩序冲击等方面。然而,同时多角度分析亚投行成立原因和影响的综合性成果还比较少。本文从多个角度对亚投行成立的原因和影响经行分析,旨在涵括亚投行成立的政治原因、经济原因及其政治影响、经济影响,同时探讨其未来可能遭遇的挑战,并尝试提出可行对策与建议。文章第一部分详述了国内及国外学者在亚投行成立方面的研究成果及视角,介绍了本文的重点研究内容和研究方法。文章第二部分简要阐述了国内学者对与亚投行成立前后的相关研究成果,介绍了本文重点的研究问题。文章第三部分主要介绍亚投行的基本概况,包括创立进程、管理机制、成员国等,重点说明了其创设符合各方利益诉求,有利于世界经济发展,并且在管理机制上与时俱进。文章第四部分主要分析了亚投行成立的原因,包括出于中国自身发展的原因、亚洲地区新兴经济体的客观需求以及世界经济发展的要求等方面。文章第五部分则主要说明亚投行将来可能产生的影响。包括对中国自身的影响和对世界其它区域经济的影响,并简述了对现有金融体系的影响。文章第六部分主要论述亚投行未来可能遭遇的挑战,并提出相关建议。其中,对于亚投行可能遇到的挑战,文章分析涵括政治上的挑战和经济上的挑战以及来自传统经济霸权国家的挑战,在建议方面则侧重亚投行自身能力的提高。包括在防范投资风险上面,审慎评估项目、协助落后国家完善自身金融体系。同时,在项目开展过程中,积极与其它国际开发金融组织或机构交流合作。为亚投行业务能够顺利,发挥建立之时的初衷,中国及各创始会员国应当重视指定亚投行治理相关的各项规定和业务开展方面的各项规则,促进亚投行管理水平紧跟国际水准和与时俱进,通过指定科学合理的项目准入规则和风险应对规章,有效应对未来开展业务可能遭遇的风险,从而长期平稳地推动亚洲基础设施发展,扩大亚投行影响力。
