建筑企业安全投入与安全绩效作用机理及决策研究：安全行为视角

【摘要】：随着我国进入经济的高速发展期,投资拉动和城镇化设施建设使基础设施建设在很长时间内成为拉动我国经济增长的主要因素。在大规模城镇化建设的同时,建筑安全事故的发生数一直居高不下,从2008年开始我国房屋市政工程安全事故数降到1000以下,总体数字上虽有逐渐减少的趋势,但是事故总量仍然较大,部分地区的建筑安全事故仍呈上升态势。造成建筑施工企业安全事故频发的原因有诸多方面,其中,安全投入不足、安全投入配置不合理、人员安全意识淡薄、安全行为未得到有效规范以及安全事故隐患常态化等方面已经成为导致安全事故的重要原因。针对上述问题,本文以安全行为为切入点,深入分析安全投入各要素对安全绩效的作用机理,为施工企业进行安全投入决策,提高员工安全行为和安全绩效水平提供理论支持。本文的主要工作和结论如下。第一部分为安全投入、安全行为和安全绩效构成要素分析。本文在详细梳理安全投入构成要素、安全行为构成要素的基础上,采用解释结构模型的理论与方法,结合专家访谈的意见,得出了企业安全投入(15个要素)、员工安全行为(2个要素)和安全绩效(1个要素),并将要素划分为五个层次递阶结构,结果表明安全投入各要素之间存在影响关系,安全行为在安全投入与安全绩效之间起中介作用。第二部分为安全投入、安全行为和安全绩效作用机理分析。在上述递阶层次结构模型的基础上,提出相关假设,通过对施工项目的调查访问获取相关数据,利用结构方程理论对安全参与行为和安全遵守行为的中介作用进行实证分析,结果表明安全参与行为在安全教育投入、安全宣传投入与安全监督投入、安全制度投入、环境治理投入和劳动卫生保护投入之间起中介作用;安全遵守行为在安全监督投入、安全制度投入和安全绩效之间起中介作用。第三部分建立支持向量机(SVM)模型,运用该模型能有效的分析施工企业安全投入与安全绩效之间的非线性关系,对企业的安全投入与安全绩效进行仿真预测。施工企业安全投入涉及多个方面,其对安全绩效的影响关系并不是单纯的线性关系,本文利用支持向量机的理论与方法建立了安全投入与安全绩效的预测模型,该模型表现出了较好的拟合度和预测精度,并通过实例验证证实了该模型的实用性和有效性。
[Abstract]:As China enters the period of rapid economic development, the construction of investment and urbanization facilities makes the infrastructure construction become the main factor of economic growth in a long period of time, at the same time of large-scale urbanization construction. The number of building safety accidents has been high, since 2008, the number of safety accidents of housing and municipal engineering in our country has decreased to less than 1, 000, although the overall number has gradually decreased. However, the total number of accidents is still relatively large, and the construction safety accidents in some areas are still on the rise. There are many reasons for the frequent occurrence of safety accidents in construction enterprises, among which, the safety investment is insufficient. The unreasonable allocation of safety input, the weak safety consciousness of personnel, the lack of effective regulation of safety behavior and the normalization of hidden dangers of safety accidents have become the important reasons leading to safety accidents. In this paper, the safety behavior as a breakthrough point, in-depth analysis of the safety input factors on the safety performance mechanism, for construction enterprises to make safety investment decision-making. Improve employee safety behavior and safety performance level to provide theoretical support. The main work and conclusions of this paper are as follows. The first part is safety input. Based on the detailed analysis of the elements of safety input and safety behavior, this paper adopts the theory and method of explaining the structural model, combined with the opinions of the expert interview. The enterprise safety input (15 elements), employee safety behavior (2 elements) and safety performance (1 factor) are obtained, and the elements are divided into five levels of hierarchical structure. The results show that there is an influential relationship among the elements of safety input, and safety behavior plays an intermediary role between safety input and safety performance. The second part is safety investment. The mechanism of safety behavior and safety performance is analyzed. On the basis of the hierarchical structure model mentioned above, the relevant assumptions are put forward, and the relevant data are obtained through the investigation and interview of the construction project. The structural equation theory is used to analyze the intermediary effect of safety participation behavior and safety compliance behavior. The results show that safety participation behavior is invested in safety education, safety propaganda and safety supervision. Safety system input, environmental management input and labor health protection investment play an intermediary role; Safety compliance behavior plays an intermediary role between safety supervision input, security system input and security performance. The third part establishes support vector machine (SVM) model. This model can effectively analyze the nonlinear relationship between safety input and safety performance of construction enterprises, and simulate the safety investment and safety performance of construction enterprises. The safety investment of construction enterprises involves many aspects. The relationship between safety performance and safety performance is not a simple linear relationship. In this paper, the prediction model of safety investment and safety performance is established by using the theory and method of support vector machine. The model shows good fitting degree and prediction accuracy, and the practicability and validity of the model are verified by an example.
