合肥市包河区“城郊型”美好乡村建设路径及优化研究

【摘要】：党的十八大报告强调,解决好农业、农村、农民问题是全党工作重中之重,城乡发展一体化是解决“三农”问题的重要途径;需要通过深入推进新农村建设,全面改善农村生产、生活条件,促进城市与乡村有机结合、和谐发展。安徽是一个传统的农业大省,建设新农村,推动城乡一体化尤为重要。城郊地区作为城市中心区与农村广大地区之间的缓冲地带,在新农村建设的具体实践中具有特殊的地缘特性。在社会主义城镇化新农村建设的背景下,城郊新农村建设已成为解决“三农”问题、实现城乡协调发展,城乡一体化的一个重要课题。有效的进行城郊新农村建设,有利于维护中心城市社会稳定,有利于优化中心城市经济结构,有利于城市可持续发展。合肥市包河区作为都市近郊地区,在新农村建设实践中,以城乡共生为思想基础、城乡共建为具体举措、城乡共融为理性预期,坚持城乡统筹发展理念,提出以政府为主导,通过大力发展生态都市农业融合带动其他产业发展的建设路径。包河区围绕中心城市需求、借力中心城市资源、优化资源配置,促进了城市与乡村有机结合,优势互补、良性互动,较好的实现了城乡协调发展。本文根据合肥市包河区具体的建设实践,探讨包河区城郊型美好乡村建设的实施路径、建设策略、建设中表现的问题及其优化调控,为安徽城郊地区美好乡村建设的选择提供一定的借鉴作用。

Under the background of the new socialist urbanization rural construction, the new rural construction in the suburbs has become a solution to the "three rural" problem, realizing the coordinated development of urban and rural areas. An important subject of urban-rural integration. Effective construction of a new rural suburb is conducive to maintaining social stability in central cities and optimizing the economic structure of central cities. Baohe District of Hefei City, as an urban suburb area, in the practice of new rural construction, based on urban and rural symbiosis as the ideological basis, urban and rural co-construction as a concrete measure, the integration of urban and rural areas as rational expectations, Adhere to the concept of urban and rural development as a whole, put forward the construction path of promoting the development of other industries through the development of eco-urban agricultural integration, taking the government as the leading factor, the Baohe district should focus on the demand of the central city, make use of the resources of the central city, and optimize the allocation of the resources. It promotes the organic combination of city and village, complementary advantages, benign interaction, and better realize the coordinated development of urban and rural areas. According to the concrete construction practice of Baohe District of Hefei City, this paper probes into the implementation path of suburban beautiful rural construction in Baohe District. The construction strategy, the problems in the construction and its optimization and regulation provide some reference for the choice of the better rural construction in the suburbs of Anhui province.
