JXLG周转房项目实施阶段业主管理方案研究

【摘要】:工程项目管理按不同参与方的工作性质和组织特征可划分为业主方的项目管理、设计方的项目管理、施工方的项目管理、供货方的项目管理以及建设项目总承包方的项目管理等。其中业主方的项目管理是管理的核心,也称为建设工程推进的“马达(发动机)”。然而在国内建筑市场,受传统计划经济的影响及对项目建设系统观认识的不足,大多数工程项目比较重视施工方的项目管理,而忽略业主方项目管理的重要作用,这使得业主未真正参与到工程的建设过程中,未能好好站在业主的角度管理好整个工程。为确保工程总体目标得以顺利实现,就必须重视业主方的项目管理,业主方需通过科学有效的项目管理方法,对工程项目的质量、工期、成本、风险几个重要目标进行管理。因此,对工程项目实施阶段的业主方管理情况进行研究与分析,具有重要意义。JXLG周转房项目是该项目所在地的重点建设工程,其主要是学校方面为引进高层次人才队伍、稳定现有的人才队伍以及改善老教职工的生活条件来谋取学校最大发展而建立的工程。为了确保这个项目的顺利实施,业主方需要对其进行初期的研究,对后期工程的开展形成一个完整的业主方的项目管理规划,本文主要研究了业主方在工程实施阶段的项目管理。文章结合周转房具体工程管理实例,对周转房业主管理的目标、管理组织结构及管理内容进行了分析。论文着重讲解了业主对项目实施阶段招标方案的论证及过程管理,主要进行了相关的项目前期勘察、设计、咨询、监理及施工单位等的市场情况的走访调查研究工作,为后期招标工作的开展提供切实可行的建议,最后对项目实施阶段的业主管理内容进行了详细的规划。为保证JXLG周转房项目能达到业主的期望值,需根据项目各阶段的特点对工程采取有针对性的项目管理,从而能够更高效率地实现项目管理的目标。通过本文的研究,我们得出以下结论:1、周转房勘察和设计阶段,业主方项目管理的重点主要是勘察、设计单位的招标方案论证以及勘察、设计过程中的管理工作;2、周转房施工阶段,业主方的项目管理的重点是监理单位、施工单位的招标方案论证及施工过程中对于施工质量、成本支出、工期三大目标的有效控制;3、周转房竣工验收阶段,业主方的项目管理的重点是按照规定的竣工验收程序进行验收、对验收过程加强监督管理以及妥善处理好工程质量保修期内出现质量问题需要维修的部分。
[Abstract]:According to the working nature and organizational characteristics of different participants, engineering project management can be divided into the project management of the owner, the project management of the designer and the project management of the construction side. The project management of the supplier and the general contractor of the construction project. The project management of the owner is the core of the management, also known as the "motor (engine)" of the construction project. However, in the domestic construction market, Under the influence of the traditional planned economy and the lack of understanding of the system view of project construction, most engineering projects pay more attention to the project management of the construction side, but ignore the important role of the owner side of the project management. This makes the owner not really participate in the construction process of the project, and fails to manage the whole project from the owner's point of view. In order to ensure the smooth realization of the overall goal of the project, it is necessary to attach importance to the project management of the owner. The owner should manage the quality, duration, cost and risk of the project through scientific and effective project management methods. The JXLG revolving housing project is a key construction project in the site of the project, which is mainly concerned with the introduction of high-level talents from the school side. A project to stabilize the existing contingent of qualified personnel and to improve the living conditions of the old teaching staff in order to achieve the maximum development of the school. In order to ensure the smooth implementation of the project, the owner needs to conduct an initial study of the project. In this paper, the author mainly studies the project management of the owner in the implementation stage of the project. Combined with the concrete project management example of the revolving house, the paper aims at the management of the owner of the revolving house. The management organization structure and management content are analyzed. The paper focuses on the owner's demonstration and process management of the bidding scheme in the implementation stage of the project, mainly carries on the related Prophase investigation, design, consultation, To investigate and study the market situation of supervision and construction units, etc., to provide practical suggestions for the later stage of bidding, Finally, the owner management content of the project implementation stage is planned in detail. In order to ensure that the JXLG revolving housing project can reach the expected value of the owner, it is necessary to adopt targeted project management according to the characteristics of each stage of the project. In order to achieve the goal of project management more efficiently. Through the research in this paper, we draw the following conclusion: 1. In the phase of investigation and design of revolving houses, the focus of project management on the owner's side is mainly investigation. The design unit's bidding scheme demonstration and investigation, the management work in the design process, the construction stage of the revolving house, the project management of the owner's side is the supervision unit, the construction unit's bidding scheme argumentation and the construction quality in the construction process, Cost expenditure, effective control of the three major objectives of the construction period, the completion and acceptance stage of the revolving housing, the emphasis of the owner's project management is to carry out the acceptance check in accordance with the prescribed completion acceptance procedure. To strengthen the supervision and management of the acceptance process and properly deal with the quality problems in the period of engineering quality warranty which need to be repaired.
