【摘要】:伴随我国市场经济的不断发展和劳动力人口的不断下降,用工荒和离职潮已经大范围的在企业中出现,越来越多的企业在这种困局下看到了人力资源的运用对企业发展的重要意义,在民营企业中,面对企业人员离职率高、岗位吸引力低、人工成本增大等问题,他们越来越注重通过非物质激励手段来提高员工的忠诚度和劳动率,从而达到降低企业生产成本,实现企业经营战略目标。但对于民营企业来说,由于资金规模限制、激励机制落后、管理经验匮乏等因素,对企业员工非物质激励的研究和实践都还在摸索阶段,并没有形成有效的机制与体系,对以何种方式开展有效的非物质激励,也没有较好的实践参照和具体借鉴。近年来,随着中国原有农业体系的社会经济结构打破,政府主导的城市化发展改变了城乡布局结构。商业规模的改变,也迫使更多的人员离开原籍或居住地。由此,形成巨大的人员迁移现象。原籍务农适龄民兵人员数量急剧减少,以村屯为单位的民兵营的传统民兵工作模式受到巨大冲击,在这种情况下,企业民兵在民兵队伍中的比重逐步增大,当前随着国防动员体制的建立与完善,民兵组织职能作用的不断延伸,民兵组织弱化了单纯对个体人的数量要求,更多要求人、技、器的协同保障和动员能力,企业民兵由于其稳定性、专业性、组织性已经成为国防动员力量的主力军。企业民兵唱主角已成为大势所趋。XX企业作为LP县唯一的混凝土企业,是硬性要求成立民兵组织的企业,而面对企业人员流动性大、工作时间不固定等问题,如何在确保利润的前提下,提高员工的敬业度、减少安全事故繁盛,降低离职率,一直是该企业经营管理的难题,众所周知,民兵作为中国常备军的助手和后备力量,继承和发扬了中国人民解放军的政治工作优势,通过80余年的实践形成了系统全面的非物质激励模式和体系。对企业有相当大的借鉴作用。为此该企业自2013年成立XX企业民兵应急道路保障分队以来,一直与LP县武装部沟通摸索企业民兵对企业员工的非物质激励的措施与模式。本人作为LP县武装部政工科长,自2013年其企业民兵成立以来,一直以XX企业民兵为参照,致力研究企业民兵与中小企业的关系,探索如何减轻企业建立民兵组织的成本,增强企业民兵对企业自身发展的积极作用。本文就是以XX企业为例对企业民兵活动对企业员工产生的非物质激励作用进行研究。本文采用理论与实践相结合的研究方法,运用企业民兵建设政策法规,国防动员理论、组织行为理论、公共管理理论、人力资源理论等相关理论,采取实证分析、理论研究、调查问卷等方法,对企业激励理论和企业民兵对企业的作用进行梳理。以参加XX企业民兵应急保障排的30名20-35岁XX企业员工为研究对象,采取问卷调查、查阅资料的方式,对适龄企业民兵非物质激励需求和通过民兵活动获得的非物质激励效果进行调查,从而对XX企业民兵这个群体对通过民兵活动获得非物质激励的程度和成效进行量化归纳分析,并对如何依托企业民兵活动建立企业非物质激励体系进行探索性研究。本文介绍了有关企业民兵活动和非物质激励的相关理论,对民兵和企业民兵的概念和演化过程和国内外激励和非物质激励理论的发展和演变进行了阐述;对国内外学者有关非物质激励理论进行了摘选。并依据XX企业员工非物质激励问卷,运用管理学,人力资源学和相关激励理论分析了 XX企业民兵的非物质激励措施的有关要素,评估了民兵活动对企业非物质激励作用的有效性,提出了不足和改进措施。本论文分为八个部分:第一部分绪论主要是阐述写这篇论文的背景、目的和研究方法;第二部分理论综述主要对民兵活动的定义和范围进行界定,对激励和非物质激励相关理论进行介绍,列举了国内外的一些重要的理论,并以此作为本文的理论基础;第三部分阐述了 XX企业的现状及及主要民兵活动方式;第四部分根据XX企业民兵活动情况,依据非物质激励理论组织了调查问卷;第五部分根据理论基础提出XX企业民兵活动非物质激励相关假设,设计问卷做调查及分析验证,统计结果并对假设进行验证;第六部分运用数据分析的手段提出假设对XX企业非物质激励的有效性进行评估;第七部分结合前文统计分析结果对民兵活动非物质激励的特点、问题及解决对策进行论述;第八部分是对本论文进行回顾总结并对企业非物质激励进行展望。
