新疆新型城镇化背景下公共服务与人口城镇化发展关系研究

【摘要】：2014年9月,国务院召开关于推进新型城镇化建设试点的工作会议,自此新型城镇化建设就被推上了历史舞台,随着新型城镇化的不断深入,各界专家学者对于提高城镇化质量提升公共服务水平的关注度逐渐升高,国家发改委在十三五规划纲要中更是提出要全面建设小康社会,注重机会公平,保障基本民生,目前新疆正面临着全面建设小康社会不断推进新型城镇化的关键时期,人口城镇化与公共服务互动协调发展程度直接影响着新疆的城镇化进程、城镇化水平以及人民生活质量的提高,影响着新疆社会经济发展与和谐稳定,甚至影响着我国社会主义建设的全局。基于2006-2015年各地州统计材料,选取新疆17个城市为研究对象,运用查阅文献,量化分析目前新疆公共服务与人口城镇化的现状,针对新疆人口城镇化与基本公共服务关系构建人口城镇化与基本公共服务指标体系,引入耦合协调度模型和脱钩模型研究分析近十年间新疆人口城镇化与基本公共服务关系。结果表明:(1)新疆人口城镇化发展在空间上呈现非均衡性和时间上稳定的状态。高值分布在南疆人口密度较大的城市及天山北坡经济带部分城市,低值分布在北疆资源型城市。(2)新疆整体公共服务发展总体呈现上升趋势,基础教育服务水平、社会保障服务水平、市政设施服务水平差异显著,基础教育服务水平与社会保障服务水平具有非常明显的地域分异,而市政设施服务各城市波动不一,无明显地域差异。(3)人口城镇化与基本公共服务呈拮抗耦合状态,协调度差。人口城镇化与社会保障服务协调度有所上升之外,其他各项协调度均呈现下降趋势。(4)人口城镇化与基本公共服务脱钩程度以衰退连结、衰退脱钩和弱负脱钩状态为主。
[Abstract]:In September 2014, the State Council held a working conference on promoting the pilot construction of new urbanization. Since then, the construction of new urbanization has been pushed onto the historical stage, along with the deepening of new urbanization. Experts and scholars from all walks of life to improve the quality of urbanization to improve the level of public services gradually increased, the National Development and Reform Commission in the 13th Five-Year Plan outline is proposed to build a well-off society in an all-round way, pay attention to fair opportunities. At present, Xinjiang is facing the key period of building a well-off society in an all-round way and pushing forward the new urbanization. The degree of coordinated development between population urbanization and public services directly affects the urbanization process in Xinjiang. The level of urbanization and the improvement of people's quality of life affect the social and economic development and harmony and stability of Xinjiang. Even affecting the overall situation of socialist construction in China. Based on the statistics of all the states from 2006 to 2015, 17 cities in Xinjiang were selected as the research object, and the literature was consulted. Quantitative analysis of the current situation of public services and population urbanization in Xinjiang, in view of the relationship between population urbanization and basic public services to build population urbanization and basic public services index system. The coupling coordination model and decoupling model are introduced to analyze the relationship between population urbanization and basic public service in Xinjiang in the past ten years. The development of population urbanization in Xinjiang presents disequilibrium in space and stable state in time. The high value is distributed in the cities with large population density in southern Xinjiang and some cities in the northern slope of Tianshan Mountain. The low value distributes in the north Xinjiang resources-type city.) Xinjiang overall public service development presents the overall upward trend, the basic education service level, the social security service level, the municipal facility service level difference is remarkable. The basic education service level and the social security service level have the very obvious geographical differentiation, but the municipal facilities service each city fluctuation is different. There is no obvious difference between population urbanization and basic public services, the coordination degree is poor, and the coordination degree between population urbanization and social security services has increased. The degree of population urbanization and basic public service decoupling is mainly connected by recession, recession decoupling and weak negative decoupling.
