【摘要】:随着河北省大面积雾霾天气的频繁出现,与人类生存息息相关的大气污染问题越来越受重视。环保投资作为降低污染物排放的重要手段,是改善大气污染现状的必要条件。本文主要研究河北省环保投资(治理工业废气投资)对工业废气排放的影响。本文在已有文献研究的基础上,提出环保投资可以通过规模、结构和技术效应实现工业废气减排的假设。通过描述性统计分析了河北省环保投资和工业废气排放的基本情况。并基于1996-2014年的统计数据,运用多元回归模型,考察河北省治理工业废气投资与工业废气排放及相关变量之间关系;然后利用对数平均迪氏分解法(LMDI),将河北省工业废气排放总效应分解为三种因素:规模效应、结构效应和技术效应,并对重点行业进行了单独分解;最后运用多元线性回归模型考察河北省治理工业废气投资对三种效应的影响。本文通过理论和实证研究得出以下结论:(1)本文分别对河北省工业废气排放总量和河北省重点行业废气排放量应用LMDI因素分解法,将总效应分解为规模、结构和技术三种分效应。从分解的结果看,无论是总量的分解结果还是重点行业的分解结果,规模效应是促进排放总量增加的主要因素,结构效应次之,而技术效应是污染减排的主要因素。(2)河北省治理工业废气投资对河北省工业废气排放的减排效果并不显著,这就导致河北省大面积雾霾天气出现;究其原因是河北省治理工业废气投资未能有效降低工业废气排放的规模效应和结构效应;虽然河北省治理工业废气投资对技术效应存在负向影响,但是技术效应的减排作用较小。因此,河北省现阶段应该继续加大环保投资;同时结合供给侧改革的步伐,转变经济增长方式;特别是加快高耗能、高污染行业向低耗能、低污染行业的转型;此外,还应加强环境监管并加大企业研发投入,从而实现对河北省工业废气排放的有效控制。
[Abstract]:With the frequent appearance of haze weather in Hebei Province, more and more attention has been paid to the problem of air pollution, which is closely related to human survival. Environmental protection investment is an important means to reduce the emission of pollutants. It is a necessary condition to improve the present situation of air pollution. This paper mainly studies the effect of environmental protection investment (investment in treating industrial waste gas) on industrial waste gas emissions in Hebei Province. It is suggested that investment in environmental protection can be carried out through scale. This paper analyzes the basic situation of environmental protection investment and industrial waste gas emission in Hebei Province by descriptive statistics. It also bases on the statistical data from 1996 to 2014. The multivariate regression model was used to investigate the relationship between the investment in industrial waste gas treatment and industrial exhaust gas emissions and related variables in Hebei Province. Then, the total effect of industrial waste gas emissions in Hebei Province is decomposed into three factors: scale effect, structure effect and technical effect, and the key industries are decomposed separately by using the logarithmic average Dee decomposition method (LMDI). Finally, the effects of industrial waste gas investment on three kinds of effects in Hebei Province are investigated by using multiple linear regression model. The following conclusions are drawn by theoretical and empirical research: 1). In this paper, LMDI factor decomposition method is applied to the total amount of industrial waste gas emissions in Hebei Province and to the exhaust gas emissions of key industries in Hebei Province. The total effect is decomposed into three sub-effects: scale, structure and technology. From the result of decomposition, the scale effect is the main factor to promote the total emission increase, whether it is the decomposition result of the total amount or the decomposition result of the key industry. The structure effect is the second, while the technology effect is the main factor of the pollution reduction. This led to the emergence of a large area of haze weather in Hebei Province; The reason is that the scale effect and structure effect of industrial waste gas emission can not be effectively reduced in Hebei Province. Although there is a negative effect on technology effect in Hebei Province, the emission reduction effect of technology effect is relatively small. Therefore, Hebei Province should continue to increase investment in environmental protection at the present stage. At the same time, combining the pace of supply-side reform, changing the mode of economic growth; In particular, accelerate the transformation of high energy consumption, high pollution industry to low energy consumption, low pollution industry; In addition, it is necessary to strengthen environmental supervision and increase R & D investment of enterprises so as to realize effective control of industrial exhaust emissions in Hebei Province.
