【摘要】:改革开放以来,执改革开放三十年发展之先的东莞,经济的快速发展和流动人口的大量涌入,使得东莞成为一个“流动”的城市。流动带来活力的同时,也导致城市的社会架构不稳定,对既有的社会治安形成挑战。而在编制受限和治安环境的影响下,公安机关警力不足的问题也日益突出。因此,东莞市公安机关开始推行公安文职制度,作为人事制度改革的一项全新尝试,切实缓解了警力不足的状况和改善了警务队伍的资源结构,有利于警力下沉,提升警务运作效率。但在充分发挥文职人员作用的同时,也暴露出不少管理上的问题,并产生了诸多影响文职人员工作积极性的因素,例如薪酬福利低、工作满意度不高、归属感差等。因此,基于提高文职人员工作满意度的调查研究,对于促进公安工作的有效开展具有重要意义。本文以东莞市石龙分局直属单位的58名文职人员作为调查对象,首先通过访谈和问卷调查得出文职人员工作满意度现状,接着使用社会科学统计软件SPSS19.0对文职人员工作满意度与工作相关因素的关系进行数据统计在此基础上,通过数据分析,对影响文职人员工作满意度存在的问题提出改善的措施。藉此完善和健全东莞市公安文职制度,使文职人员能够在警务工作中发挥更大的作用,对东莞市治安建设起到积极作用。
[Abstract]:Since the reform and opening up, Dongguan has developed for 30 years before the reform and opening up. With the rapid development of economy and the influx of floating population, Dongguan has become a "mobile" city, which brings vitality at the same time. It also leads to the instability of the social structure of the city, which poses a challenge to the existing social security. However, under the influence of the limited establishment and public security environment, the problem of insufficient police force in the public security organs is increasingly prominent. Dongguan public security organs began to implement the public security civilian system, as a new attempt of personnel system reform, effectively alleviated the situation of inadequate police force and improved the police force resource structure, which is conducive to the sinking of the police force. But in the full play of civilian staff role, but also exposed a lot of management problems, and has produced many factors affecting the enthusiasm of civilian staff, such as low pay and benefits. The job satisfaction is not high and the sense of belonging is poor. Therefore, based on the investigation of improving the job satisfaction of civilian staff. It is of great significance to promote the effective development of public security work. This paper takes 58 civilian personnel directly affiliated to the Shilong Branch Bureau of Dongguan City as the object of investigation. First of all, through interviews and questionnaires to obtain the status of job satisfaction of civilian staff. Then use the social science statistical software SPSS19.0 to analyze the relationship between job satisfaction and job related factors of civilian personnel. On this basis, through the data analysis. In order to perfect and perfect the civilian system of public security in Dongguan City, this paper puts forward some measures to improve the problems affecting the job satisfaction of civilian staff, so that the civilian staff can play a greater role in the police work. It plays a positive role in the construction of public order in Dongguan City.
