【摘要】:计量是指实现单位统一、量值传递的活动。随着科学和经济的发展,社会的进步,计量在科技技术、生产、贸易、国防以及人民生活中发挥着重要作用,是市场经济的重要保证。GR计量站是由国家质检总局授权的国家级计量检定机构,在社会上为企业开展服务工作的经营型自收自支事业单位,在全国20个省市开展大容量计量检定/校准工作。多年来,为国家石油储存和贸易交接等大容量计量事业做出了一定贡献。然而,随着事业单位分类改革的不断深入,将经营型自收自支事业单位推向市场,并最后转变为企业,以及国家相关政策将大容量计量授权大范围放开,对GR计量站提出了新问题以及严峻的挑战。转企之后GR计量站应该如何正确的对竞争策略进行选择与制定,成为了当前最重要的问题。 本文通过文献研究,数据统计分析以及运用管理学的科学理论对GR计量站现处的外部环境、内部环境进行分析,找出了对其竞争策略制定的关键影响因素,分析出外部环境中的机会与威胁,内部环境的优势与劣势,并用过EFE矩阵和IFE矩阵对各影响因素进行分析评价,应用SWOT分析法制定出了竞争策略的备选方案,通过QSPM原理对各备选方案进行定量评价,最终制定出GR计量站的竞争策略。在最后一章,阐述了竞争策略的具体实施过程。 对于经营型自收自支事业单位来说,如今是其最特殊的时期,对其竞争策略的研究很少。由于长时间事业单位的管理模式,使其组织内部的领导及员工的思想和意识滞后于国家的改革的进程。本文通过对GR计量站竞争策略的研究,对其同性质的组织机构具有一定的参考和借鉴价值。
[Abstract]:With the development of science and economy, social progress, measurement plays an important role in science and technology, production, trade, national defense and people's life. It is an important guarantee of the market economy. Gr measurement station is authorized by the State Administration of quality Supervision and Supervision at the national level measurement and verification institutions in the community to carry out services for enterprises operating self-supporting institutions. In 20 provinces and cities throughout the country to carry out large capacity measurement verification / calibration work. Over the years, for the national oil storage and trade transfer and other large-scale metrology undertakings have made some contributions. However. With the deepening of the reform of the classification of institutions, self-supporting institutions will be operating to the market, and finally transformed into enterprises, and the relevant policies of the state will be large capacity measurement authorization to a wide range of open. This paper puts forward new problems and severe challenges to gr metering station. How to select and formulate competition strategy correctly after gr metering station has become the most important problem at present. This paper analyzes the external environment and internal environment of gr metering station by literature research, data statistical analysis and scientific theory of management, and finds out the key factors influencing the formulation of competition strategy. Analyze the opportunities and threats in the external environment, the advantages and disadvantages of the internal environment, and use the EFE matrix and IFE matrix to analyze and evaluate the influencing factors. SWOT analysis method is used to work out the alternative scheme of competition strategy. The quantitative evaluation of each alternative scheme is carried out through the principle of QSPM. Finally, the competitive strategy of gr metering station is worked out. In the last chapter. The implementation process of competition strategy is expounded. For the operating self-supporting institutions, now is its most special period, the study of its competitive strategy is rare. Because of the long-term management model of institutions. This paper studies the competitive strategy of gr metering station through the research on competition strategy of gr metering station, which lags behind the process of reform in the thought and consciousness of the leaders and employees in the organization. For the same nature of the organization has a certain reference and reference value.
