【摘要】:中东欧国家是中国重要的贸易伙伴,更是欧亚国家与中国贸易的联系通道,自古就承担着“丝绸之路经济带”过境地区的重要角色,是中国从陆路通往欧亚的必经地区。在中国实施的“一带一路”战略中,中东欧国家在经济和政治上都具有重要地位。中东欧国家正经历欧债危机后深刻的经济结构调整,其大力推进的“向东开放”政策与中国“一带一路”愿景不谋而合,双方发展战略契合度高,合作潜力巨大。本文基于联合国UN COMTRADE数据库的最新统计数据,从三个层面展开研究:一是从中东欧国家的主要出口目标市场、出口商品结构,以及与中国双边贸易结构等角度对中东欧国家的对外贸易发展现状进行国别分析;二是测算中国与中东欧16国分别在不同目标市场上基于HS4位编码的出口相似度指数,以及中东欧16国与不同贸易伙伴的贸易结合度指数,从细分产品角度分析中国与中东欧国家的贸易互补性和竞争性;三是测算中国与中东欧16国按HS章别分类产品的全球价值链分工地位指数,从产品全球价值链分工地位角度,分析中国与中东欧国家的产业互补性和贸易潜力。本文研究结果表明:中国与中东欧主要国家在德国、俄罗斯、美国、世界市场上出口商品结构虽然存在一定竞争性,但更多体现的是较强的互补性。中东欧大多数国家与德国、俄罗斯贸易联系紧密,但贸易联系紧密程度呈下降趋势。从中国与中东欧国家HS章别分类产品的全球价值链分工地位的比较来看,中国与中东欧主要国家在农产品、植物产品、动植物油脂产品、矿产品类初级产品;木及木制品,家具、玩具及杂项制品类劳动密集型产品;塑料、橡胶产品,纤维素浆及纸张产品原料类资本密集型产品;机电产品,运输设备,光学、钟表、医疗设备高技术含量资本密集型产品产业链上的互补性较强。最后本文从增加对中东欧的进口,改善双边贸易不平衡状况;推进中国与中东欧自贸区建设,扩大贸易创造效应;扩大对中东欧的基础设施投资,促进中国商品出口多元化;推进与中东欧的产能合作,带动双方对外贸易的增长等角度提出相应的政策建议。
[Abstract]:Central and Eastern European countries are China's important trading partners, but also the Eurasian countries and China's trade links, since ancient times has assumed an important role in the "Silk Road Economic Belt" transit areas. Is China's road to Europe and Asia by road through the region. In China's implementation of the "Belt and Road" strategy. Central and Eastern European countries play an important role in both economy and politics. The central and eastern European countries are undergoing profound economic restructuring after the European debt crisis. The policy of "opening to the east", which it vigorously promoted, coincided with the vision of "Belt and Road" of China, and the development strategy of both sides coincided with each other in a high degree. There is great potential for cooperation. Based on the latest statistics of UN COMTRADE database, this paper studies from three aspects: first, the main export target markets of Central and Eastern European countries. From the perspective of export commodity structure and bilateral trade structure with China, this paper analyzes the current situation of foreign trade development in Central and Eastern European countries. The second is to measure the export similarity index based on HS4 bit coding in different target markets between China and 16 countries of Central and Eastern Europe, and the trade combination index of 16 countries in Central and Eastern Europe with different trading partners. The trade complementarity and competition between China and Central and Eastern European countries are analyzed from the perspective of subdivision products. The third is to measure the global value chain division status index between China and 16 countries in Central and Eastern Europe according to HS Chapter, from the perspective of product global value chain division position. This paper analyzes the industrial complementarity and trade potential between China and CEE countries. The results show that China and CEE countries are in Germany, Russia and the United States. Although the structure of export commodities in the world market is competitive, it is more complementary. Most of the countries in Central and Eastern Europe have close trade ties with Germany and Russia. From the comparison of the global value chain division of products between China and Central and Eastern European countries, China and the major countries of Central and Eastern Europe are in the agricultural products, plant products. Animal and vegetable oil products, mineral products of primary products; Wood and wood products, furniture, toys and miscellaneous products such as labor-intensive products; Plastic, rubber products, cellulose pulp and paper products raw materials of capital-intensive products; Mechanical and electrical products, transportation equipment, optics, watches and clocks, medical equipment are highly complementary in the industrial chain of capital-intensive products with high technology content. Finally, this paper improves bilateral trade imbalance by increasing imports to Central and Eastern Europe; Promoting the construction of free trade zone between China and Central and Eastern Europe and expanding the effect of trade creation; Expanding infrastructure investment in Central and Eastern Europe to promote diversification of China's merchandise exports; To promote capacity cooperation with Central and Eastern Europe and promote the growth of foreign trade between the two sides, and put forward corresponding policy recommendations.
