技术创新对山西省出口贸易的影响研究

【摘要】:随着“科教兴国”战略的提出,我国对技术创新越来越重视,2008年爆发的金融危机殃及我国,让我国进一步意识到技术创新是促进出口贸易,推动经济发展的内生动力。技术创新降低生产成本,提高产品在国际市场上的竞争力,同时提高产品技术含量,优化出口产品结构,进而推动出口贸易的发展。山西省作为一个典型的资源型内陆省份,之前一直以“煤炭大省”著称,出口贸易也多集中在煤炭、焦炭等资源性产品上,但这种“竭泽而渔”的发展模式导致山西省资源的严重损耗,并带来一系列的环境问题和难以为继的经济发展。为了改变这种情形,山西省积极转变经济发展模式,从之前过度依赖资源的发展模式逐渐向提高技术创新,以科技带动经济发展的模式转变,通过加大技术创新投入力度,带动山西省出口贸易的发展,为山西省的转型发展寻求一条新的道路。山西省出口贸易近年来取得了快速发展,但距离全国平均水平还有很大的差距。本文以技术创新为着眼点,希望通过研究技术创新对山西省出口贸易的影响,分析技术创新对山西省出口贸易的影响机理,为山西省出口贸易的发展以及经济转型提出参考性的政策建议。本文选取RD经费内部支出、RD人员折合全时当量、科技论文发表数以及专利申请授权数作为反映技术创新水平的指标,选取贸易出口额作为衡量山西省出口贸易的指标,通过时间序列模型分析技术创新对出口的影响。通过对计量模型结果的分析得出,技术创新投入中的RD人员折合全时当量以及RD经费内部支出对山西省出口贸易具有显著的促进作用,但两者的影响程度不同。技术创新产出中的科技论文发表数对出口的促进作用也很显著,但专利申请授权数的促进作用却并不明显。这一结果与山西省专利申请的种类数、知识产权保护制度以及将研发成果转为实际生产的能力等因素有关。最后根据实证研究结果提出相应的政策建议,政府要制定相关政策法规,营造良好科研氛围,加大技术创新资金投入,优化RD经费在不同研发活动中的分配,积极培养及引进技术创新人才,进一步提高将技术创新成果转化为实际生产的能力。
[Abstract]:With the development of the strategy of "rejuvenating the country through science and education", our country pays more and more attention to technological innovation. The financial crisis that broke out in 2008 brought disaster to our country, which made our country further realize that technological innovation is to promote export trade. Technological innovation will reduce production costs, improve the competitiveness of products in the international market, increase the technical content of products, and optimize the structure of export products. Shanxi Province, as a typical resource-based inland province, has always been known as a "big coal province", and the export trade is also concentrated on coal, coke and other resources products. However, the development model of "exhausting and fishing" leads to the serious depletion of resources in Shanxi Province, and brings a series of environmental problems and unsustainable economic development. In order to change this situation. Shanxi Province actively changed the economic development model, from the development model of excessive reliance on resources to improve technological innovation, science and technology to promote economic development model, through increasing investment in technological innovation. To promote the development of Shanxi's export trade, to find a new way for the transformation and development of Shanxi Province, Shanxi's export trade has made rapid development in recent years. But there is still a big gap from the national average level. This paper focuses on technological innovation, hoping to study the impact of technological innovation on Shanxi's export trade. This paper analyzes the influence mechanism of technological innovation on Shanxi's export trade, and puts forward some policy suggestions for the development of Shanxi's export trade and economic transformation. Full-time equivalent of Rd personnel, the number of scientific papers published and the number of patent application authorizations are taken as indicators to reflect the level of technological innovation, and the export value of trade is selected as the index to measure the export trade of Shanxi Province. The impact of technological innovation on export is analyzed by time series model. The full-time equivalent of R D personnel in technological innovation input and the internal expenditure of R D funds play a significant role in promoting Shanxi's export trade. However, the impact of the two is different. The number of scientific and technological papers published in the output of technological innovation also plays a significant role in promoting exports. However, the promotion effect of patent application license is not obvious. This result and the number of types of patent application in Shanxi Province. The system of intellectual property protection and the ability to turn R & D results into actual production are related. Finally, according to the results of empirical research, the government should formulate relevant policies and regulations. Create a good scientific research atmosphere, increase investment in technology innovation funds, optimize the allocation of R & D funds in different R & D activities, actively train and introduce technical innovation talents. We will further improve the ability to translate the achievements of technological innovation into actual production.
