广元市基本医疗服务均等化实现路径研究

【摘要】：随着国家医疗改革地不断深入推进,群众对医疗事业的需求也不断改进,人民的生活水平也不断提高,医疗卫生事业加速发展,位于四川北部的广元市,其城镇医疗水平也随着跟国家其他地区医院,医疗需求服务不断提升,但广元地区当前依然存在各式各样的问题,而实现医疗服务的均等化、平等化是当前国家完善医疗卫生事业的支撑点。因此,探寻基本医疗服务中存在的问题,分析问题原因,提出妥善的解决方法,可以提高广元市人民群众享受医疗服务的水平,对促进经济发展、更好地构建和谐社会也具有重大意义。主要从以下几个方面进行开展：(1)了解广元市基本医疗服务均等化的现状。以公共产品理论、乡村区域发展理论、公平正义理论为指导,通过对广元市医疗卫生服务体系资源配置、基本医疗服务体系制度、医疗服务消费现状的了解,明晰广元市在不同区域、不同群体以及相关机制设定等方面的现实情况。(2)找出广元市基本医疗服务均等化中存在的问题。通过设定衡量医疗服务均等化的指标,运用数据整理和统计的方法对城乡之间、不同群体之间的基本医疗服务现状进行定性评估,衡量均等化程度,并运用离散系数和差异系数的方法定量验证了广元市基本医疗服务在城乡之间、不同区县之间、不同人群之间存在的差异,从而找出在服务均等化中存在的问题。(3)分析不均等现象的原因。对当前广元的医疗卫生问题进行分析,并说明其原因。通过研究发现,在基本医疗制度、城乡医疗服务体系、区域经济发展、转移支付和财政支出方面还不够完善,基于此,本研究提出了消除体制壁垒、破除城乡二元结构、协调各区域经济发展、完善医疗服务体系以及不同群体的基本医疗服务,为政府层面制定相应的对策与建议提供参考性建议。
[Abstract]:With the deepening of the national medical reform, the masses' demand for medical services has also been continuously improved, the living standards of the people have also been continuously improved, and the medical and health services have accelerated their development, which is located in Guangyuan City in northern Sichuan. The level of medical care in cities and towns has also increased with hospitals in other regions of the country. However, there are still various problems in Guangyuan, and the equalization of medical services is achieved. Equality is the supporting point for the improvement of medical and health services. Therefore, to explore the problems existing in the basic medical services, to analyze the causes of the problems, and to put forward appropriate solutions can improve the level of the people's access to medical services in Guangyuan City. It is also of great significance to promote economic development and better build a harmonious society. It is mainly carried out from the following several aspects to carry out a study on the status quo of equalization of basic medical services in Guangyuan City. Based on the theory of public goods and the theory of rural regional development, Under the guidance of the theory of fairness and justice, through the understanding of the allocation of resources, the system of basic medical service system and the current situation of consumption of medical services in Guangyuan City, it is clear that Guangyuan City is in different regions. Find out the problems existing in the equalization of basic medical services in Guangyuan City. By setting up indicators to measure the equalization of medical services, we use the methods of data collation and statistics to analyze the difference between urban and rural areas. The present situation of basic medical services among different groups is evaluated qualitatively, the degree of equalization is measured, and the methods of discrete coefficient and difference coefficient are used to verify quantitatively the basic medical services in Guangyuan city between urban and rural areas, and between different districts and counties. In order to find out the problems existing in equalization of services, we can analyze the causes of inequality. Analyze the current medical and health problems in Guangyuan, and explain the reasons. In terms of basic medical system, urban and rural medical service system, regional economic development, transfer payment and financial expenditure, this study proposes to eliminate institutional barriers, break down the dual structure of urban and rural areas, and coordinate regional economic development. Improve the medical service system and the basic medical services of different groups, and provide reference suggestions for the government to formulate corresponding countermeasures and suggestions.
