供给侧改革背景下吐鲁番市新型城镇化发展研究

【摘要】：新型城镇化是一个国家或一个地区社会进步和现代化的重要标志,是促进经济增长的必要进程和有效手段。中国的城镇化建设已经进入了改革的关键阶段,党的十八大和十八届三中全会更加明确地指明了我国必须坚持完善城乡发展体制,走具有中国特色新型城镇化道路。供给侧改革是我国新的经济发展阶段下应运而生的一项经济发展政策,这一政策的实施对我国“十三五”时期乃至更长周期内区域新型城镇化发展至关重要。虽然改革开放以来,我国新型城镇化发展取得了举世瞩目的成就,但同时也面临着许多急需解决的问题。在此背景下,位于新疆维吾尔自治区东部的吐鲁番市新型城镇化要想更加长远、有效、健康的发展可以利用供给侧改革这个契机实现自身发展。本文正是以此为出发点,在借鉴国内外城镇化发展历史的基础上,利用文献研究法、比较分析法以及层次分析法等相结合,对吐鲁番市新型城镇化发展进行了分析与研究。首先,文章系统归纳和总结了国内外城镇化发展现状和发展趋势、研究方法与研究思路,阐述了供给侧改革、新型城镇化的基本含义、特征以及相关关系研究,通过说明两者之间的相关关系来确定本论文研究意义的重要性;其次,以吐鲁番市新型城镇化发展为研究对象,通过针对吐鲁番市有关城镇化发展的数据进行简单统计分析以及运用层次分析法针对新疆14个地州市的城镇化发展综合比较分析,得出了吐鲁番市新型城镇化发展目前处于的现状;继而,通过对现状的研究分析主要从制度变革、要素升级、生态环境、结构优化、基础设施等要素的角度出发,具体提出了在供给侧改革背景下吐鲁番市存在的问题以及改革对吐鲁番市城镇化发展带来的机遇;最后,结合吐鲁番市的具体情况,为未来新型城镇化发展提出了有效的对策。
[Abstract]:The new-type urbanization is an important symbol of the social progress and modernization of a country or a region, and a necessary process and effective means to promote economic growth. China's urbanization construction has entered a crucial stage of reform. The 18 CPC Congress and the third Plenary session of the 18 CPC Central Committee have pointed out more clearly that China must persist in perfecting the system of urban and rural development. The supply-side reform is an economic development policy that has emerged under the new stage of economic development in China. The implementation of this policy is of great importance to the development of regional new urbanization in the 13th Five-Year Plan period and even in a longer period. Although since the reform and opening up, the development of new-type urbanization in China has made remarkable achievements in the world. But at the same time, it faces many problems that need to be solved. In this context, the new type of urbanization in Turpan, located in the eastern part of Xinjiang Uygur Autonomous region, wants to be more long-term and effective. A healthy development can take advantage of the opportunity of supply-side reform to realize its own development. This paper takes this as a starting point, and on the basis of drawing lessons from the development history of urbanization at home and abroad, makes use of the literature research method. This paper analyzes and studies the development of new urbanization in Turpan. Firstly, the paper systematically summarizes the present situation and trend of urbanization at home and abroad, research methods and research ideas. This paper expounds the basic meaning, characteristics and related relations of supply-side reform, new urbanization, and determines the importance of the research significance of this paper by explaining the correlation between the two. Taking the new urbanization development of Turpan as the research object, this paper makes a simple statistical analysis on the data of the urbanization development in Turpan and makes a comprehensive comparative analysis on the urbanization development of 14 cities and towns in Xinjiang by using the Analytic hierarchy process (AHP). The paper draws the conclusion that the development of new urbanization in Turpan is in the present situation, and then, through the research and analysis of the present situation, mainly from the point of view of system change, factor upgrading, ecological environment, structure optimization, infrastructure and so on. The paper puts forward the existing problems in the background of supply-side reform and the opportunities brought by the reform to the urbanization development of Turpan, and finally, combining the specific situation of Turpan, puts forward effective countermeasures for the development of new urbanization in the future.
